Description
NAICS Code: 541990 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written Request for Quote will not be issued. The RFQ number is RFQ-RT-04-00522. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541990 and the small business size is $6 million. This acquisition will result in a fixed price purchase order. STATEMENT OF WORK The United States Environmental Protection Agency (USEPA) is seeking the services of a contractor to develop a method for the enantiomers and isomers of several pyrethroid pesticide compounds for the Methods Development and Application Branch of the National Exposure Research Laboratory in Research Triangle Park, NC. The ensuing contract will support human exposure studies in the area of pesticide method development. A quality assurance project plan (QAPP) shall be provided by the contractor for this project within one month of project award. The QAPP must follow "Guidance for Quality Assurance Project Plans EPA QA/G-5" found at http://www.epa.gov/quality/qs-docs/g5-final.pdf. Upon approval of the QAPP by the Project Officer, the contractor shall begin experiments to develop methods to separate the enantiomers and isomers of pyrethroid pesticides. Table 1 lists the compound names, number of enantiomers to be separated, and number of isomers to be separated for each compound. Figure 1 shows the chemical structure of each compound with chiral centers marked with an asterisk. Compounds for separation shall be purchased or synthesized by the contractor. Each isomer or enantiomer shall be of >97% isomer or optical purity. Each isomer or enantiomer shall be of >97% compound purity. The contractor shall provide a certificate of analysis for the two purity criteria which lists the method of determination, and also documents the optical rotation of enantiomers with measurement conditions. Each separate isomer/enantiomer shall be identified according to Chemical Abstract numbers and names. This identification may require X-ray crystallography to verify absolute configuration. Delivery of 250 mg of the final products is not to exceed 9 months from award date of this contract. Partial payment will be authorized upon receipt of all or a portion of the 58 required chemicals with their corresponding certificates of analysis. Separation conditions shall be disclosed to the Project Officer in the form of a report no later than 3 months after the delivery of all the chemical products, but the contractor shall retain the right to publish these details. If problems occur during the development, the contractor shall notify the Project Officer in writing within 7 days of the problem. The notification shall state the problem, what steps are being taken to resolve the problem, and an estimated delay in product delivery if applicable. Past performance will be evaluated on quality of product or service, timeliness of performance, and overall customer satisfaction. 3) PRICE, award will be made to the offeror whose offer is determined the best overall value to the Government, price and other factors considered.
