THE PURPOSE OF THIS ANNOUNCEMENT IS TO MAKE PRIVATE INDUSTRY AWARE OF INFORMATION SOUGHT BY BIA AND ASSOCIATED MEETINGS FOR BIA TO OBTAIN INFORMATION<<<< ++++The Bureau of Indian Affairs (BIA) is sponsoring industry interchange meetings in an effort to address long-standing problems in the provision of detention services in Indian Country. BIA is interested in sharing information, views, and opinions on how the private corrections industry might help provide detention services in BIA jail facilities which service Indian reservations. These meetings will include various officials from BIA and tribal organizations. Please note BIA is requesting information on detention services and NOT detention facilities or construction.++++ >>>>The purpose for these interchange meetings is to identify a potential role for private industry in addressing Indian Country detention issues. BIA believes that industry input and feedback is important and these comments from industry may be used to develop future Requests for Proposals (RFP). Eligibility to participate in any future acquisition does not depend on a response to this notice. HOWEVER, PLEASE NOTE THAT THIS NOTICE AND ANY SUBSEQUENT SUBMISSION OF MATERIALS IN RESPONSE TO THIS NOTICE TO BIA DOES NOT CONSTITUTE AN AGREEMENT, PURCHASE ORDER, OR ANY OTHER CONTRACTUAL ACTION BETWEEN THE SUBMITTER AND BIA.<<<< ++++Industry officials should go online to ???Jails in Indian Country, 2002,??? A Bureau of Justice Statistics Bulletin for basic demographics and background (http://www.ojp.usdoj.gov/bjs/abstract/jic02.htm). Vendors should also see the final report of the Department of Interior Inspector General ???Neither Safe Nor Secure: An Assessment of Indian Detention Facilities??? (http://www.oig.doi.gov) for additional information.++++ >>>>Interchange meetings will be held on an organization individual basis (one vendor or organization at a time) and conducted in Washington DC. BIA is setting aside 2-hour time blocks on October 27 and October 28, 2004 at the Courtyard Marriott, 1900 Connecticut Ave NW, Washington DC. Should travel to Washington, DC be undesirable, interested parties may elect to submit written comments and/or materials. Written or printed materials should be sent to Mr. Downing at the address above. Conference Calls are not being allowed for as BIA would like as much face-to-face interaction as possible. If, during the course of a session a vendor needs to call their office for more information, that will be permissible. But a full fledge phone-in conference call will not be permitted. Comments submitted and received will not be critiqued nor returned to the submitter(s). Further, the information presented or interchange meetings shall not be used by sources to market individual services or supplies. Printed, hand out materials are acceptable and BIA prefers to have one on one interaction to obtain the most information. The Government and BIA will not pay for any information received and shall not recognize or reimburse ANY costs incurred by vendors in preparation for this initiative. Proprietary information is not being solicited and information considered proprietary must be identified as such. All interested parties should contact Mr. Tracy Downing, Esq., Contracting Officer to set up an appointment, which will be on a first-come, first-serve basis.
