Description
This is a full and open competition combined synopsis and solicitation for commercially available Electric Stun Devices (three types: Stun Baton, Small Contact Stun Device, and Prison Worn Stun Device), which may require minor modifications to meet G overnment requirements. Offerors, as an independent contractor and not as an agent of the Government, are required to submit a hard copy proposal for any of the following three types of electric stun devices, to include product literature, product specific ation, training information, independent test data, cost information, and any information that can be used to determine the best product to satisfy the below listed requirements provided, in the market. Offerorsare cautioned that their products must comply with Berry Amendment restrictions (see DFARS 252.225-7012) in order to be considered for a contract award. The families of Electric Stun Devices (FESD) consist of three (3) types of stun devices. The three types are (1) Stun Baton (SB), (2) Small Contact Stun Device (SCSD), and (3) Prisoner Worn Stun Device (PWSD). Listed below are the performance requirements for each type of electric stun device: Stun Baton type: Hand Held device capable of an delivering an immediate temporary incapacitation of close in targets at 0 to 1 meter away. The SB shall be compatible with existing individual bearing vest and equipment (LBV/E) that U.S. Army Military Police carries on his/her uniform. It shall also be able to use as an emergency non-lethal blunt trauma device with out damaging the electronic components or breaking apart. The SB shall have economically compatible re-chargeable battery with the charger device being dual voltage (110-220). If your SB uses disposable battery, you can still submit the proposal with justi fication explaining why disposable battery is better than rechargeable battery. The item should be sufficiently robust to withstand the Army transportation environment. It is reasonable to expect that the devise willbe transportable by the soldier in wheel ed and tracked vehicles over a variety of terrain road, trail cross-county; in all Army helicopters; in all commercial and Air Force cargo aircraft and in all U.S. Naval transport ships. Soldiers shall be able to operate the stun device in hot and cold wea ther when wearing standard issued cold weather gloves. The SB shall not significantly degrade the mobility or maneuverability of the user and must not hinder the user in the accomplishment of the mission. This device shall function minimum 95% of the opera tional time reliably to demonstratehigh confidence. It shall not be sensitive to impact or electrostatic discharges (ESDs) emitted by transport vehicles to include helicopters, nor should it present any hazards when used with proper care. The effects assoc iated with this device shall be temporary and shall not cause permanent injury when used properly. The design of this device shall reduce or eliminate the use of hazardous chemicals or materials Ozone Depleting Chemicals and the generation of hazardous was tes during the manufacture, use and disposal of the system. Small Contact Sun Device type: large non-lethal electric baton that can be carried on a law enforcement ensemble and capable of an electric visual deterrence, contact knock back deterrence, and im mediate temporary incapacitation of close-in targets at 0 meter (contact) range. The SCSD must be appropriate size to be carried on the standard U.S. Army Military Police law enforcement ensemble. The SCSD shall have economically compatible re-chargeable b attery with the charger device being dual voltage (110-220). It shall be transportable by the soldier in wheeled and tracked vehicles over a variety of terrain road, trail cross-county; in all Army helicopters; in all commercial and Air Force cargo aircraf t and in all U.S. Naval transport ships. Soldiers shall be able to operate the stun device in hot and cold weather when wearing standard issued cold weather glo ves. The SCSB shall not significantly degrade the mobility or maneuverability of the user and must not hinder the user in the accomplishment of the mission. The functional reliability of this device shall be 95% minimum demonstrated with high confidence. I t shall not be sensitive to impact or electrostatic discharges (ESDs) emitted by transport vehicles to include helicopters, nor should it present any hazards when used with proper care. The effects associated with this device shall be temporary and shall n ot cause permanent injury when used properly. The design of this device shall reduce or eliminate the use of hazardous chemicals or materials Ozone Depleting Chemicals and the generation of hazardous wastes during the manufacture, use and disposal of the s ystem. Prisoner Worn Stun Device type: Tamper resistant by prisoner and have a remote wireless activation capability from a distance of up to 25 meters. The PWSD must be able to be adjusted to worn by any size male or female individual. The PWSD shall have economically compatible re-chargeable battery with the charger device being dual voltage (110-220). It shall be transportable by the soldier in wheeled and tracked vehicles over a variety of terrain road, trail cross-county; in all Army helicopters; in al l commercial and Air Force cargo aircraft and in all U.S. Naval transport ships. Soldiers shall be able to operate the stun device in hot and cold weather when wearing standard issued cold weather gloves. The PWSD shall not significantly degrade the mobili ty or maneuverability of the user and must not hinder the user in the accomplishment of the mission. The functional reliability of this device shall be 95% minimum demonstrated with high confidence. It shall not be sensitive to impact or electrostatic disc harges (ESDs) emitted by transport vehicles to include helicopters, nor should it present any hazards when used with proper care. The effects associated with this device shall be temporary and shall not cause permanent injury when used properly. The design of this device shall reduce or eliminate the use of hazardous chemicals or materials Ozone Depleting Chemicals and the generation of hazardous wastes during the manufacture, use and disposal of the system. The materials used in all stun devices shall not create any hazards that might affect the health, safety and intended performance use. These devices shall not be sensitive to impact or electrostatic discharges (ESDs) emitted by transport vehicles to include helicopters, nor should it present any hazards when used with proper care. Their component shall be designed so that the full spectrum of Environmental Electromagnetic Effects shall not result in an Essential Function Failure or System Abort. The effect associated with these devices shall be temporary and shall not cause permanent injury when used properly.
