Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for TACOM, Warren MI. The proposed contract is for a base year with four one-year options. The local exchange services provider, certified by the state of Michigan, shall provide local commercial communications service for TACOM, Warren, MI., which shall include, as a minimum but not limited to, local access for commercial s ubscriber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requiremen t must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees  NAICS 517110. This requirement s hall be a commercial, fixed price type contract. Solicitation is anticipated to be released on or about 29 September 2004. The solicitation can be viewed and downloaded from the Interagency Business Opportunity Page. The Government will conduct a preproposal conference and site visit on 13 October 2004 at conference room in Bldg 230, Rm 120E, TACOM, Warren, MI.. It is recommended that prospective offerors attend this conference. The conference will be f rom 1:00  2:00 PM (approximately) and will be followed by a site visit from 2:00  3:00 PM. Offerors planning to attend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company) prior to 06 October 2004. Security information and directions will be provided at that time. An e-mail response to the specialist listed below is acceptable. Questions prior to the conference must be received before 06 October 2004. Questions generated as a resul t of the preproposal conference must be received by 15 October 2004.
