Description
This is a combined synopsis and solicitation for the following commercial items: Mass transportation bus Service. See accompanying Statement of Work. Contractor provides mass transport service on Vandenberg AFB to move the general public to and from designated areas to the flightline for an Airshow. Large capacity passenger bus (44 passengers or greater) desired for a total of 35 with 4 handicap accessible. The government reserves right to establish and change bus schedules and make increases in the number and type of busses required. Vendor delivers busses with drivers no later than 0600 hours, 30 Oct 2004, and return vehicles upon release by the designated Vehicle Management Flight representative on the last day of event 31 Oc 2004. Drivers must have minimum 2 years of verifiable experience in chartered transport and comply with all applicable legal requirements. Contractor wil comply with all applicable laws and legal requirements governing the operation of charter vehicles. Buses determineed to be unsafe or unsatisfactory, contractor will provide replacement to ensure schedules are met, at no additional cost to the government. Contractor provides plan to show ability to replace in event of unsafe or unsatisfactory conditions. All maitenance and repairs of buses are the sole responsibility of the contractor and will be performed off base. Contractor performs daily safety and maintenance checks and ensure clean and sanitary conditions by sweeping entire floor and removing trash daily. All vehicles will be clean interior and exterior and free of smell of smoke. Surfaces be free of dents and scratches with no required body repair. Contractor will obtain quick repair service within 25 miles of Vandenberg AFB, to facilitate minor repairs such as light bulbs, belts, tires, etc. Contractor will not require the government to defray expenses for these services. In event of accident or major repairs, time spent to wait for replacement vehicle or completed repairs will be deducted from the the total time the Contractor charges for the vehicle. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote F5LRSV42520300. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and DFARS Change Notice 20040625. North American Industrial Classification Standard 485510, Size Standard, $6,000,000, applies to this procurement. FOB: Destination for delivery to Bldg 10728, Vandenberg AFB CA 93437.The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated on price related factors only. The provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The government?s obligation for this request is contingent upon the availability of end-of-year appropriated funds from which payment for contract purposes can be made. STATEMENT OF WORK For Mass Transportation Bus Service For Vandenberg AFB, 2004 Air and Space Show 1. Scope of the Requirement Provide mass transportation service on Vandenberg AFB to move the general public to and from established/designated parking areas to the flight line for the Air and Space Show. a. Type of Vehicle: Large capacity passenger bus (44 passenger or greater) b. Quantity: 31-each standard busses 4-each handicap accessible busses The Government reserves the right to establish and change bus schedules and to make increases or decrease in the number and type of busses required. 2. Location of Delivery: 1221 California Blvd., Vandenberg AFB, CA, Vehicle Operations compound. Entrance to the compound is located off California Blvd. on Herado Street. The vender will deliver busses no later than 0600 hours, 30 October 2004, and return vehicles upon release by the designated Vehicle Management Flight representative on the last day of the event, 31 October 2004. It is recommended the vender pre-position vehicles at the Vehicle Operations compound, 29 October 2004. If the vehicles are pre-positioned, all operators will report at 0700 hours, 30 October 2004. Otherwise, all operators will report at 0600 hours, 30 October 2004. Hours of operation will be from 0700 hours to 1900 hours, 30th through 31st October 2004. Vehicle Operations section along with vender supervisors will set up a lunch schedule with operators during morning briefings, 30th and 31 October 2004. Vehicles will be inspected upon delivery and all discrepancies noted. 3. Operator?s Qualifications: All bus drivers must have a minimum of two years of verifiable experience in chartered transport and comply with all applicable laws, ordinances, and other legal requirements. 4. Inspection and Maintenance of Buses: The Contractor will comply with all applicable laws, ordinances, and other legal requirements governing the operation of charter vehicles. If any vehicle is determined to be unsafe or unsatisfactory, the Contractor will provide a replacement vehicle to ensure schedules are met, at no additional cost to the Government. The Contractor will provide a plan at a pre-award conference demonstrating the Contractors ability to replace any vehicle in the event of unsafe or unsatisfactory conditions. All maintenance and repairs on busses are the sole responsibility of the Contractor and will be preformed off base. The Contractor will perform daily safety and maintenance checks. The Contractor will ensure busses are maintained in a clean and sanitary condition by sweeping the entire floor and removing trash daily. 5. Appearance of Vehicles: All vehicles will be clean, to include the interior and exterior, furthermore, they should not smell of smoke. Surfaces should be free of dents and scratches. Vehicles should not require any body repair. 6. Quick (Minor) Repairs: The Contractor will obtain quick repair service within 25 miles of Vandenberg AFB, CA, to facilitate minor repairs such as light bulbs, belts, tire repair, etc. The Contractor will not require the Government to defray any expenses for these services. 7. Major Repairs: In the event of an accident, or if major repairs become necessary, the time spent to wait for a replacement vehicle or completed repairs will be deducted from the total time the Contractor charges for the vehicle. 8. Operating Supplies: Contractor will be responsible for all vehicle fluids including fuel and oil. 9. Licenses, Franchises, and Permits: The Contractor will procure at his own expense, all necessary licenses and permits necessary to conform to all laws, regulations, and ordinances applicable to the performance of this contract. 10. Vehicle Obtained from Other Sources: In the event some of the necessary vehicles can be obtained from other Government sources, the total vehicle requirements specified in this Statement of Work will be reduced at no charge to the Government. The vender will provide the remaining vehicles. 11. These requirements have been reviewed, including available technical documentation, and believe it does not require the Contractor to use Class I ozone-depleting substances (ODS) identified in Air Force Policy, nor is it written so that it can only be met by the use of a Class I ODS.
