Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to with PerkinElmer Life and Analytical Sciences, 710 Bridgeport Avenue, Shelton, CT 06484 for renewal of a service maintenance agreement for two (2) Packard Oximate 80 model A0387 systems. Each system consists of the Packard Model A-307 Sample Oxidizer Interface to the Packard Oximate 80 Sampler Handler. Oximate 80 Sample Handler is a robotic system which automates automated Packard's Sampler Oxidizer Model A-307, thus providing an automated processing of samples for flame combustion and sample preparation for liquid scintillation counting. EPA believes PerkinElmer., is the only vendor capable of satisfying requirements stated above. PerkinElmer (formally Packard Instrument Company) has the exclusive patents, copyrights, and/or trade secret ownership, and created the software to interface the two systems. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication. Submit response to the U.S. EPA, Attn: James F. Kempf (MC-E105-02), RTP Procurement Operations Division, Research Triangle Park, NC 27711. No telephonic or faxed request will be honored. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (19-AUG-2004).
