- Notice of intent to negotiate on a sole source basis with the Institute of Electrical and Electronics Engineers, Inc., Piscataway, NJ, for the renewal of subscription to IEEE/IEE Electronic Library (IEL) in support of the faculty, staff and students at the Naval Postgraduate School (NPS). IEL provides Internet access to the IEEE and IEE journals, conferences, research data, reports and standards from 1988 to the present. Simultaneous users: 15. Period of Performance: 10/1/04 through 01/31/05. IEEE is the copyright holder and sole publisher of the IEL. Request for oral quotation being utilized. Anticipate FFP.
