- The synopsis is herby modified to change the reference to Fleet Technical Support Center Atlantic (FTSCLANT) to read Mid-Atlantic Regional Maintenance Center (MARMC) as follows: The Fleet and Industrial Supply Center Norfolk proposes to enter into an Indefinite Delivery-Indefinite Quantity type contract with cost plus fixed fee pricing provisions to provide technical assistance, maintenance assessment support, maintenance training, logistics support, engineering services and repairs of non-nuclear shipboard equipment/systems as required by the Mid-Atlantic Regional Maintenance Center (MARMC), Code 4333, Submarine Sensor Systems Branch. The contract will be for a base year with the option to extend services for four additional one-year option periods. The solicitation/contract will include FAR Clause 52.217-8 Option to Extend Services. When ordered by issuance of individual Task Orders (TOs), by the appointed Ordering Officer, the contractor shall provide technical services and materials to accomplish tasks described in the performance work statement (PWS) accompanying the TO. Tasks may be performed for the U.S. Navy (USN), U.S. Coast Guard (USCG), Military Sealift Command (MSC), Foreign Military Sales (FMS) and other fleet or shore facilities both in and out of the Continental United States (CONUS/OCONUS) on a permanent or temporary basis. The majority of effort is estimated to be performed, but not limited to the following locations: a. 80% - Government ship and shore facilities of which 60% is estimated in the Tidewater, VA area, 20% other CONUS areas such as New London CT and San Diego CA, and 20% other OCONUS such as Italy, Japan and Scotland. b. 20% - Contractor?s facility(s). The contractor shall maintain a local facility within twenty five (25) miles of MARMC Headquarters, Norfolk Naval Base, VA, where employees directly charged to TOs issued under this contract perform such work. The contractor shall maintain a storage facility, located within twenty five (25) miles of MARMC Headquarters at Norfolk Naval Base, VA. The contractor shall maintain the facilities clearance level to handle and store (i.e., Secret safes, etc.) TOP SECRET material/equipment. This requirement for safeguarding may be applicable to office space, laboratory and storage facility at various times. The tasks described herein are intended as typical tasks only and do not limit actual tasks that may be issued. Systems that will be supported under this contract include but are not limited to: Submarine Electronic Surveillance Measures/Periscopes (ESM/P), Direction Finding Systems (DFS), Navigation, Communications, and associated Antenna/Sail Systems; Submarine Periscopes, Periscope systems and associated Sail Systems; other electronic systems related, similar, or interfacing with the above listed systems when such work is an integral part of the listed systems or when listed systems are in Research and Development (R&D) phases during the life of this contract. NAICS 541330 applies. This requirement will be issued under full and open competition in accordance with FAR, Part 6.1. This requirement is a follow-on to contract N00189-99-D-0079 with General Dynamics Network Sysems, 77 ?A? Street, Needham Heights, MA 02494-2852. The current contract is due to expire 17 December 2004.
