Description

This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport intends to award a ?C? type Services contract with Firm Fixed Price (FFP) provisions on a Sole-Source basis to ULTRA Electronics Ocean Systems, Inc., 115 Bay State Dr., Braintree, MA 02184-5203 to obtain Engineering and Technical analysis efforts as follows: ITEM 0001 Advanced Signal Generator, ITEM 0002 Adaptive Electronics, ITEM 0003 comprised of ITEMs 0001 and 0002 Data Deliverables. ITEM 0004 Full Duplex Capability, ITEM 0005 Acoustic Communication, ITEM 0006 Energy Source, and ITEM 0007 comprised of ITEMs 0004 0005 and 0006 Data Deliverables. These analysis efforts relate to the Acoustic Device Countermeasure (ADC) MK2 production program awarded to ULTRA Electronics Ocean Systems, Inc., under N00024-04-C-6108. The Government plans to issue a request for proposal to ULTRA Electronics Ocean Systems, Inc. using FAR Part 12 and FAR Part 13 under the authority of USC 2304 (c)(1). The anticipated award date is 15 November 2004. This action is being processed on a Sole Source basis due to the fact that ULTRA Electronics Ocean Systems, Inc.?s. design is proprietary to ULTRA Electronics Ocean Systems, Inc., There are no acceptable substitutes available. No other vendors are approved to offer these services. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room.
