Description
The Southern Division, Naval Facilities Engineering Command seeks to competitively select parties for privatization of Department of Defense (Navy) utility systems in accordance with Public Law 105-85, Section 2812, "Permanent Authority Regarding Conveyance of Utility Systems," codified in 10 USC 2688. Privatization actions approved in accordance with the authorizing legislation will result in the leasing of the utility infrastructure and related equipment/supply inventories for identified systems via a lease document. For those assets that are currently serving Department operational needs, the privatization agreement will include provisions to satisfy the Department's continuing requirement for long-term reliable utility service via a utility service contract. One (1) solicitation will be issued from this announcement, which will cover Area F-1. Area F-1 includes certain utility systems in the state of Illinois, Naval Station Great Lakes, Great Lakes, IL. A draft Request for Proposals (RFP) and draft Lease Agreement will be issued exclusively over the Internet. The draft solicitation and lease will be available for viewing and downloading at http://esol.navfac.navy.mil on or about 12 October 2004. An Industrial Forum/Pre-proposal conference is scheduled for 27 October 2004 at or near Naval Station Great Lakes. Specifics concerning this conference will be posted at http://esol.navfac.navy.mil when final coordination has been accomplished. After receipt and review of any written comments resulting from the conference, a final RFP and Lease Agreement will be issued on or about 30 November 2004. A site visit is scheduled after issuance of the final RFP and Lease Agreement, currently scheduled for 15-16 December 2004. Prospective offerors are encouraged to register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The web site will provide information about Site Visits, Availability of Technical Data Packages, Amendments and Proposal Due Dates. The Government reserves the right to reject any or all proposals at any time prior to award; to enter into discussions with any or all proposers; to consider selection of proposals from other than those considering the lowest price or receiving the highest technical rating, and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The North American Industry Classification System (NAICS) codes for this project are 22112 and 22133. The Size Standard for NAICS code 22112 is 4 mil megawatt hours and for NAICS code 22133 is $10,500,000.This project is not set aside for small business.
