- U.S. Army Research, Development and Engineering Command (RDECOM) Acquisition Center, Natick Contracting Division intends to competitively acquire a Containerized Kitchen (CK). The CK is a mobile field kitchen that provides a labor efficient, rapidly deployable, food preparation capability, able to prepare and serve a minimum of 800 meals up to three times per day. The CK is an integration of food service equipment and systems into a Convention for Safe Containers (CSC) certified 3:1 expandable 20 fo ot International Organization for Standardization (ISO) container and mounted on a tactical trailer specifically designed for ISO containers weighing under 15,000 lbs. During operation this container is expanded for the preparation and serving of meals. The CK has a flexible design allowing for operation on and off the trailer and operation with the integral 10 KW tactical quiet generator or external power sources. The CK requires the integration of environmental controls (heating and A./C) and ventilati on systems to support cooks in the ambient working environments of -25 degrees F to 120 degrees F. A 10 KW tactical quiet generator, six modern burner units (MBUs), and one MBU power converter will be provided as Government Furnished Equipment (GFE). The tactical trailer (NSN 2330-01-506-5979) will be procured by the offeror and integrated with the CK prior to delivery. The Government purchased 288 CKs on a previous contract and is currently fielding them throughout the Army. The Government anticipates that this acquisition will result in the single award of a firm-fixed-price requirements contract consisting of a base ordering period and four optional ordering periods, not to exceed 60 months. This acquisition will be conducted on a full and open compe titive basis as a best value procurement based on the offeror's technical approach, experience, proposed price, management, past performance, and small and small disadvantaged business utilization. The applicable North American Industry Classification Sys tem (NAICS) Code is 336214. This acquisition is subject to the Berry Amendment. [See Department of Defense FAR Supplement (DFARS) 252.225-7012] The successful offeror will build, test, and manufacture the CK in accordance with a performance specificatio n and the statement of work. During the base year, the offeror will fabricate 2 First Article Test (FAT) Units, provide system support packages, and perform first article testing. The offeror will then support Government testing and afterwards fabricate and perform additional contractor testing on a supplemental FAT unit to resolve any problems identified during the Government evaluation. The offeror will also be required to develop a FAT plan/report, technical manual, provisioning data, and safety docum entation. The estimated production quantity during each one-year optional ordering period is between 30 to 50 systems.
