Description

Due to the nature of this acquisition, the Contracting Officer made the determination that a shortened response time was appropriate. This combined synopsis/solicitation is for the procurement of the following software and training: (1) Gentran Integration Suite (GIS) Single Server with two (2) CPUs (2) GIS Annual Support (3) On-Site GIS Fundamental Training (4) On-Site GIS Data Mapping and File Based ODBC (5) GIS Administration and Tuning This is a sole-source procurement to Sterling Commerce Inc. Sterling Commerce is the original manufacturer of the GIS Server, and is the only company that is qualified to provide the necessary follow-on support for the server. They are also the only source that can provide the necessary training. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 Effective 19 July 2004. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The RFQ will be evaluated based on price. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.
