Description
ITEM 0001, 2 EACH TREN TECH BADGING SYSTEM. MUST MEET THE FOLLOWING CAPABILITIES:a. The system must be capable of issuing the following credentials: The AF Form 1199 CD (restricted area badge), AF Form 354 (civilian ID Card), Contractor Badge and a Visitors Pass, issuing the DoD Form 2220 Vehicle Registration and the Geneva Convention Card.. It must also produce a handicap placard, an IG inspection team notice, and a senior officer (O-6 and higher) vehicle registration. b. Allow our organization to interface with other DoD installations currently operating the Trentech system. The system uses proprietary software which is protected for security reasons. Systems from other manufacturers are not compatible. c.Operate using room lighting with no additional lights required to make the credentials. d. Be able to produce standards reports consisting of: (1) visitor activity (2) peak flow analysis (3) sponsor analysis (4) active visitors (5) specific visitor information (7) active badge summary (8) barred listing (9) drivers revocation listing (10) Entry Authority lists by area/organization/master (11) daily issue report (12) restricted area badges issued (12) lost badge count (13) lost badge ratio (14) Lost, deleted, destroyed and found RAB reports. Reports may be sorted by last name, SSAN, or organization using a range of dates and times as well. e. Issue "valid without photo" credentials when necessary. f. Be able to provide on-line assistance and the ability to modify existing records. g. Be capable of issuing, and maintaining records, for DoD Form 2220. h. Be able to conduct records maintenance (i.e. modify, add, view, print) i. Allow operator to search by name, SSAN, badge number and various other demographics. j. Manufacturer must provide at no cost any upgrades made to the system which are applicable to the operation. k. Manufacturer must provide operator assistance from a toll free site at no charge. l. Be capable of downloading fingerprints and images for transfer to investigative agencies such as the FBI. m. The system must be able to duplicate the AF Form 335 and color code items such as lost or destroyed, found, and badges turned in. It must be able to place signatures on this form from the system files. ALL ITEMS ARE BRAND NAME OR EQUAL. IF SUBSTITUTING AN EQUAL, DESCRIPTIVE LITERATURE MUST ACCOMPANY THE QUOTE. LITERATURE MUST ALSO DOCUMENT THE FOLLOWING ABOUT THE PRODUCT: any interested vendors must (a) have a system that has undergone an evaluation by an agency within the DoD whose responsibility it is to evaluate equipment for military police units for commanders in the field. (b) They must be capable of providing a report of the agency findings which recommends the system for purchase.. (c) They must also provide a listing of least four systems in operation at current Air Force installations satisfying the stated requirements in order to be considered. (d) They must be capable of performing the functions listed in para 7 above. (e) The system must have undergone an evaluation in the field by the USAF Audit Agency and a favorable report has been issued. (f) Finally, time for development and evaluation will neither be accepted, or approved. SOLICITATION WILL BE AVAILABLE ON OR ABOUT 25 SEP 04 THROUGH THE ELECTRONIC POSTING SYSTEM (http://www.eps.gov). The proposed action listed here is being solicited for full and open competition. The applicable NAICS code for this acquisition is 323119 with a small business size standard of 500 employees. Prospective offeror must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Registering may take up to 3 weeks. Contractors may access CCR at http://www.ccr.gov/. Award will be based on low price.
