Description
NASA/GSFC has a requirement for the development of a LISA Instrument Data Simulator. NASA/GSFC intends to purchase this requirement from Montana State University under the authority 10.U.S.C 2304(1)(C), only one responsible source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The development of a LISA Instrument Data Simulator (LIDS) requires intricate knowledge of the design and behavior of LISA (Laser Interferometer Space Antenna) measurement system and data processing. The Physics Department at Montana State University has been involved with the development of LISA and other related missions for many years. They possess the requisite technical expertise to perform this task efficiently and accurately. For the past several years Montana State University has been on the leading edge of developing LISA simulation tools and techniques. The Physics Department at Montana State University has already developed a first and second generation LISA simulator that can be modified to meet the requirements of this contract such as interfacing with control, structural, thermal, optical, self-gravity, and orbit models. The Montana simulator is unique. The simulator uses an iterative time-of-flight calculation and accepts realistic orbits for the LISA sciencecrafts which are essential requirements for the simulator required under this contract. Montana State University is the only organization with the required skills and tools to build a LISA instrument simulator that meets the requirements of the LISA Integrated Modeling effort. In addition, NASA will have access to the years worth of historical developmental data from the Montana simulator which represents a significant cost savings to NASA. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/29/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
