Description
The Government intends to purchase services to develop Risk Assessment using SmartRisk, SmartTox and SiteSTAT risk assessment software. The Government intends to issue the requirement to Pioneer Technologies Corporation, 2612 Yelm Hwy SE, Suite B, Olympia, WA 98501-4826, under Other Than Full and Open Competitive procedures. Numbered note 22 applies. The services required to provide technical assistance to NEHC regarding risk assessments includes, but is not limited to the following sub-tasks: a. Updating the Navy Human Health Risk Assessment website b. Analytical data loading and data quality assurance checks. c. Statistical analysis and reporting. d. Integration of the analytical data used in the risk assessment with Geographic Information Systems (GIS e. Spatial analysis and modeling of exposure point concentrations. f. Graphical presentation or risks via SiteStat, SmartRisk, and GIS. g. Conducting deterministic human health risk assessments using SiteSTAT, SmartTOX, and SmartRISK. h. Conducting probabilistic risk assessments using SiteSTAT, SmartTOX, and SmartRISK as well as other probabilistic software applications. i. Developing risk assessment reports. The reports will be developed commensurate with appropriate guidance for each site-with the U.S. EPA Risk Assessment Guidance for Superfund (RAGS) serving as the guideline for all document development. j. Responding to comments by peer reviewers regarding risk assessments. k. Revising risk assessment reports based on comments by peer reviewers. This may include significant changes to the previous risk assessments. l. Modifying current software to meet the requirements of NEHC to address customer?s needs. m. Developing add-on programs and other tasks related to the risk assessments performed using SiteSTAT, SmartTOX, and SmartRISK risk assessment software. n. Delivery of all data utilized in the risk assessment in electronic format to NEHC. o. Participating in meetings to discuss risk assessment related issues at sites. p. Performing toxicological evaluations and developing summaries for chemicals. q. Technical and administrative support for the Naval facilities Engineering Command human health risk assessment web site. The Performance Bases Service Acquisition-Quality Assurance Surveillance Plan (QASP) are as follows: Task: services to develop Risk Assessment using SmartRisk, SmartTox and SiteSTAT risk assessment software. Standard: 100% completion on all sub-tasks. Surveillance: Evaluate the assessment for each task and sub-tasks. Incentives: The Government will document a positive Past Performance report card for 100% completion on all task and sub-tasks.
