- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a 100 percent Small Business Set-Aside. Offerors other than small businesses are also invited to submit quotes. If no acceptable offers are received from a small business the set aside will be automatically dissolved and offers received from other than small business may be considered for award. This request for quote (RFQ) N00174-04-Q-0161 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 325120. Size standard 1000. The offeror shall provide a firm fixed price offer F.O.B. Destination to Indian Head, Md. The Department of the Navy, Naval Surface Warfare Center (NSWC) Indian Head Division, intends to award a firm fi! xed priced purchase order for a base year and 4 one year options to a small business which meets the requirements of this solicitation at the lowest price. The delivery terms shall be F.O.B. Destination to Indian Head, Md. Requirement: Filling on an as needed basis the tanks located at buildings 764 (1500 gallon capacity), 890 (900 gallon capacity), 3069 (1500 gallon capacity), and building 696 (300 gallon capacity) with 99.998 purity liquid nitrogen an approximately monthly basis. All deliveries shall be F.O.B. Destination, at the appropriate building at NSWC Indian Head in Indian Head Maryland. Delivery requirement is within 3 workings days of telephone call from the technical point of contact at NSWC Indian Head. Offeror?s Submission: Each Offeror?s quote must state their ability to meet all of the solicitation requirements. Each Offeror shall provide the following pricing information with commercial price list: Per Price Gallon for Liquid Nitrogen from date of award t! hrough one-year. Per Price Gallon for Liquid Nitrogen from date of exercise of Option I through one-year. Per Price Gallon for Liquid Nitrogen from date of exercise of Option II through one-year. Per Price Gallon for Liquid Nitrogen from date of exercise of Option III through one-year. Per Price Gallon for Liquid Nitrogen from date of exercise of Option IV through one-year. Evaluation Criteria: Small Business ? This is a small business set-aside. If no acceptable offers are received from a small business the set aside will be automatically dissolved and offers received from other than small business may be considered for award. Ability to provide 99.998 purity Liquid Nitrogen to maintain supply levels in all tanks on an as needed basis and to provide delivery within 3 days of telephone call from technical point of contact. Low Price. The following FAR clauses are applicable to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5, 52.219-6. Offerors must pr! ovide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003). The following DFAR clauses are applicable to this acquisition in regards to hazardous deliveries and are incorporated by reference in this solicitation: 252.223-7001, 252.223-7002 and 252.223-7003. All responses must be submitted in English and in United States Currency. Responses must be received no later than 3:00 p.m. EST on 22 September 2004.
