Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: The construction of a 36,050 square foot chapel complex featuring a 600 seat capacity sanctuary and a separate activity center that has the capability of seating an additional 579 people. Th e sanctuary includes a raised pulpit area and baptismal suite. The facility also includes 17 educational classrooms, two multi-purpose rooms, nursery, restroom, kitchen and other administrative support rooms. Supporting facilities include utilities, elect ric service, emergency and security lighting, fire protection, detection and alarm, paving walks, cures and gutters, parking, storm drainage, information systems and site improvements. Heating and air conditioning will be provided with separated-zoned, se lf-contained units in a mechanical room above the first level of the facility. The project also requires 32,697 SF of building demolition with asbestos. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. PRICE is equal in importance to ALL TECHNICAL FAC TORS when combined. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: Construction Past Performance, Factor 2: Corporate Relevant Specialized Experience, Factor 3: Management Effectiveness, Factor 4: Constructio n Duration. Solicitation will have options. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated Cost Range is from $5,000,000 to $10 ,000,000. Network Analysis System will be required. This solicitation will be issued in electronic format only and will be available on or about October 4, 2004 on the internet at https://ebs.sas.usace.army.mil/ This solicitation is issued on an unrestri cted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656).
