Description
COMBINED SYNOPSIS/SOLICITATION Air Force Space Command (AFSPC) Counterspace Manpower Assessor (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written proposal (to include price quote for all CLINS, base and option years) on RFP reference number FA2517-04-T-6005. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. (IV) This solicitation is a small business set-aside; the associated NAICS code is 541612 and the small business size standard is $6M. (V) This combined synopsis/solicitation is for the following commercial item: CLIN 0001 ? Non-personal Service Contract. Manpower Assessor. See Statement of Work for details. Period of Performance 01 Oct 04 through 31 Mar 06. (VI) Description of requirements are as follows: STATEMENT OF WORK 1.0 NON-PERSONAL SERVICES POSITION TITLE: AFSPC Counterspace Manpower Assessor. 2.0 SCOPE OF RESPONSIBILITIES: Develop, assess, and staff manpower positions for HQ AFSPC and subordinate units. Assess AFSPC Counterspace manpower processes and procedures to determine their effectiveness in providing qualified personnel for missions critical to the protection, survivability, and vulnerability of space capabilities. This position may require short notice Temporary Duty (TDY) within CONUS and overseas and non-standard duty (overtime) hours in support of HQ AFSPC and HQ Air Staff requirements. 3.0 STAFFING REQUIREMENTS: This is a one-person position that requires an individual with a current Top Secret (TS)/Special Compartmented Information (SCI). The TS/SCI requirement is critical to performing the work and consistent with the work environment. The position requires experience in ?Green Door? (Top Secret) manning and staffing requirements. 4.0 SPECIFIC TASKS: 4.1 Task 1 ? Assess and determine manpower requirements for AFSPC Counterspace units 4.2 Task 2 ? Characterize technical issues that concern all phases of hiring, placement and various personnel/manpower initiatives for the AFSPC Counterspace community 4.3 Task 3 ? Identify key parameters that determine and validate manpower authorizations and requirements to include compliance with Air Force Instructions, Career Progression Group guidance, and unit closure/down-sizing policies 4.4 Task 4 ? Identify key documents and correspondence required for manning of selectively manned organizations 4.5 Task 5 - Work with HQ AFSPC manpower office in developing and validating manpower requirements. 4.6 Task 6 - Identify manpower shortfalls/overages based on newly assigned equipment and mission enhancements. 5.0 DELIVERABLES: 5.1 Brief the Chief, Counterspace Operations Division (or designated representative) on initial findings and recommendations from the specific tasks to include manpower requirements, the selective manning assignment process and common issues. 5.2 Provide the Chief, Counterspace Operations Division (or designated representative) monthly manpower status briefings to include personnel status, personnel awaiting assignments, personnel in ?must-move? status. (VII) Period of Performance is 01 Oct 2004 ? 31 Mar 2005. Performance will take place on Peterson AFB, CO. (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price. 2) Capability Statement (Pass/Fail Assessment) shall be used to evaluate offers. Only those offerors receiving a ?pass? assessment will be considered for award. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (5)(i) (14) (15) (16) (17) (18) (25) and (30), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a single Firm Fixed Priced contract resulting from this solicitation.
