Description
Notice of Intent: Pursuant to Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," the Office of the Federal Detention Trustee (OFDT) is planning to issue a sole-source contract to enable the OFDT to obtain assistance from John L. Clark in support of the Agency?s efforts to consolidate the management and coordination of federal detention services. The OFDT intends to award a 12-month service contract to John L. Clark. Mr. Clark possesses unique experience and expertise derived from professional experience as the Corrections Trustee for the District of Columbia which included: managing a Congressional-established agency to coordinate and oversee closure of a facility requiring the movement of 7,000 prisoners to federal custody, managing a budget of over $150 million, chairing the Interagency Detention Work Group in the District and facilitating special projects to address detention issues. Also positions with the Federal Bureau of Prisons include: Assistant Director of the Agency, Chief of the Community Corrections and Detention Division and Warden at a large urban pre-trial detention facility bringing in-depth knowledge of the corrections field. Among other services, Mr. Clark will help identify operational areas where OFDT can improve the efficiency and effectiveness of federal detention, address future detention needs, assess the current state of detention operations, and develop an action plan to implement recommendations and performance measures. Mr. Clark is one of a limited number of sources able to provide the services required by the Agency with in-depth knowledge of consolidating the management and coordination of federal detention services. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposal or quotations. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government.
