- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation. Proposal are being requested and a written solicitation will NOT be issued. This solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Library of Congress intends to award on an Other than Full and Open Competition contract to, Hitech Instruments, Inc., PO Box 886, 4799 West Chester Pike, Edgemont, PA 19028. The requirement is to purchase the following equipment: Optical research microscope system with digital tools and an instrumental configuration designed specifically for non-destructive analysis of pigments and fibers on works of art and the characterization and quantitative mapping and measurement of age-related defects in digital optical media such as CD?s and DVD?s. (Details regarding the necessary parts are shown as a attachment 1). The following provision apply to this acquisition: 52.212-1 Instruction to Offeror-Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items (under this clauses have been modified by the Library of Congress; 52.233-1 Disputes; 52.232-25 Prompt Payment. These clauses shall be available upon written request. Offerors shall include a complete copy of this provisions at 52.212-3 Offeror Representation and Certifications - Commercial Item, with its offer. Proposal shall be submitted by fax or email on company letterhead to 202-707-8611, adoz@loc.gov NO LATER THAN SEPTEMBER 22, 2004.
