Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ) under solicitation number M67001004Q0066. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The NAICS code for this procurement is 235110. This solicitation is unrestricted, and the government intends to only make one award. The purpose of this solicitation is for a service contract to perform preventitive maintenance and on-call repairs of government-owned air and water cooled rotary screw chillers aboard Marine Corps Base Camp Lejeune, NC. The make, model number, and quantity of the chillers are as follows: Dunh! am-Bush WCFX18AR qty (1), Trane RTAA0904YF02AC0K qty (1), Trane TAA1854XXXT01A3C0BK qty (2), and Carrier 30GXN249-A-6-KJ qty (1). The line item(s) are as follows: CLIN 0001 ? Is for water the treatment of the water cooled rotary screw chiller (Dunham-Bush model no.WCFX18AR). This service shall consist of at least (2) inspections during the year. The service shall include the testing of the cooling tower water, city water, and chilled water on site, check cooling tower for mechanical problems, test and callibrate all chemical feed and control systems, and report all findings to the maintenance supervisor. The total price of this line item includes the total amount for the service and a (9) month supply of chemicals to be installed by the customer. CLIN 0002 ? Is for a complete maintenance agreement performed by a fully licensed and trained technician. The following service is to be conducted annually: Perform vibration analysis on the chillers, perform a complete leak te! st on each machine, record readings on the meg compressor motor, tighten motor and control panel terminals, replace oil filter element, check for proper refrigerant charge, test vent piping of all relief valves for improper seals, check oil differential pressure switch setting, check oil level, calibrate operating and safety controls, check slide valve control, tighten heater leads, and to inspect and verify overload settings. The following preventitive maintenance tasks are to be completed over (3) scheduled inspections: Inspect the operating and safety controls, review operating log, check oil level, check refrigerant charge, complete operation log with temperatures, pressures, voltages, and amperages, check refrigerant temperature at full load conditions, and check oil filter pressure drop. The following includes extended coverage to the annual maintenance agreement: Oil sample analysis for acid, moisture, and wear metals content to be cunducted annually, the annual cle! aning of the condenser tubes as required including parts, customer training of on-site personel as needed, all replacement parts, refigerant, oil, and other material needed to complete repairs, labor cost to repair, diagnose, and replace any failed components that are listed above, annual cleaning of condenser coil to include chemicials, and any part utilized during the performance of inspections. All non-emergency repairs shall be conducted during normal working hours. Emergency repairs shall be conducted 24-hours a day, 7-days per week. The total amount of this line item shall include the entire service as stated above. The requested period of performance is 01 October 2004 through 30 September 2005. FOB site: Destination. The following provisions/clauses and apply to this procurement-FAR 52.212-1 Instructions to Offerors-Commercial Items; Addenda to FAR 52.212-1 Period for acceptance of offerors. The government requires a minimum acceptance period of 30 calendar d! ays. FAR 52.212-2 Evaluation Commercial Items. Quotes be evaluated based on the offeror's ability to meet the government's needs and price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The contractor shall submit a completed copy of Representation and Certifications, contained in FAR 52.212-3, with their proposal. Contractors that fail to furnish required representations or information, or rejects the terms and conditions of this solicitation, may be excluded from cosideration. FAR 52.212-4 Contract terms and conditions -commercial items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense acquisitions of commercial items no later than 60 days from the date of contract award. Contractors must be registered in the CCR (Central Contractor Registration) database. Lack of registration in the CCR will make contractors ineligible for award.
