Description
The National Park Service (NPS), Department of Interior, is conducting a pre-solicitation site visit for the deconstruction, demolition, and steel piling installation project for the new Northwest Arctic Heritage Center (Visitor Center), Western Arctic National Parklands, in Kotzebue, Alaska. The NPS will be soliciting proposals in early 2005 for construction firms having the capability to perform the work described below. Funding is currently unavailable but pending Congressional approval for 2005. It is anticipated that this project will be advertised in January 2005 and that it will be a competitive 8(a) solicitation. In order that interested parties may have a chance to visit the site before inclement weather, a Pre-Solicitation Site Visit is scheduled on Wednesday, October 13, 2004. All interested parties are to meet at the former native corporation multipurpose building, which is located at the intersection of 2nd and 3rd Avenues (171 3rd Avenue), within walking distance of the airport, at 12:15 pm on October 13, 2004. Access to the existing building is restricted. Attendees will be escorted through the facility. Accordingly, to reserve a space for this site visit, all interested parties must contact Audrey Winters, Contract Specialist, at (303) 969-2053; email Audrey_Winters@nps.gov by October 8, 2004. It is anticipated that a draft copy of the deconstruction, demolition, and pile installation construction drawings for the Northwest Arctic Heritage Center will be made available on or about October 6, 2004, at the Denver Service Center new public FTP server. The project files will be available in the WEAR folder. An amendment to this announcement will be issued when the drawings are available. This is a public FTP server meaning NPS staff, cooperators and contractors located outside the NPS computer network can access the site. No anonymous FTP connections are allowed. Therefore, uploading and downloading of data requires a username and password. Users must log on to the FTP server to download and upload files. No anonymous FTP access is allowed. The Denver Service Center assumes no responsibility for the usage of this server. All questions and answers presented at the pre-solicitation site visit will be included in the final drawings, specifications, attachments, and/or amendments. The title of this project is: Northwest Arctic Heritage Center - Deconstruction, Demolition, and Steel Piling Installation. The anticipated start date for the construction activities is March 2005. The scope of work for this project consists of deconstructing the existing multipurpose building for the purpose of salvaging reusable materials, demolishing the remainder of the building and installing refrigerated steel pilings. This project is to be completed in anticipation of a separate construction contract for a new facility that is intended to be awarded later in 2005 and initiated in 2006 consisting of finish site work, the Heritage Center building, and a new maintenance building. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. Technical capability will include, but not limited to, experience in working in logistically challenging remote locations with short construction seasons. Estimated price range for the deconstruction, demolition and steel piling installation project is between $1,000,000 and $3,000,000. Time for completion is 90 calendar days.
