Description
The U.S. Army Aviation and Missile Command (AMCOM) intends to issue Draft Request for Proposal (DRFP) W58RGZ-04-R-0939 for the purpose of obtaining industry review and comment on the solicitation and requirements documents. These comments will be ut ilized to conduct a full and open competitive procurement to provide for the modernization/ modification of an existing helicopter platform to fulfill the U.S. Army's Armed Reconnaissance Helicopter (ARH) requirements. Proposals are not solicited and shal l not be submitted in response to this special notice. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS DRFP OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. The ARH will utilize Non-Developmental Item (NDI) aircraft and associated support equipment to conduct armed reconnaissance, to fight for actionable combat information, to enable joint/combined air-ground maneuver execution of mobile strike, close combat, and vertical maneuver operations across the full spectrum of military operations. The ARH will provide precision capability through lethal organic fires, dynamic employment of joint networked fires, and responsive target acquisition/identification for ful l spectrum, day and night operations; be rapidly deployable for global employment against a distributive, highly adaptive threat on an asymmetrical battlefield employing conventional and unconventional methods; enable the air-ground maneuver commander to ' see-understand-act first' with a warfighter-in-the-loop to provide proactive decision making, assure critical reaction time and maneuver space, and set the conditions for the joint/combined air-ground maneuver team to 'finish decisively'. A best value approach will be used in the source selection process. The Government anticipates that the contract award will include an initial Cost Plus Fixed Fee effort for a System Design and Development (SDD) phase with Firm Fixed Price Options for Low Rate Initial Production (LRIP) and Not to Exceed Fixed Priced Options for Production. In addition, the ARH Program Office has established an informational website at https://arh.redstone.army.mil. To access the website, you must have a login and password. The following information must be provided. A request on company letterhead which includes the followin g information: Name of contractor representative; Date of Birth; Place of Birth; Social Security #; Citizenship; Position/Title; Company CAGE Code; Clearance Level; Clearance Type; Clearance Date; Issued By; Purpose (to request access to ARH website); Si gned/Verified by the Facility Security Officer. Website access will be granted for only one account per contractor; that representative may distribute website documentation within the company as appropriate. The ARH Project Office will host an Industry Day on October 19, 2004 to present general unclassified information on the U S Army's projected procurement strategy of an ARH System, the Armys vision of the ARH mission, and to answer questions concerning the DRFP. Full contract performance under the ARH contract will require the prime contractor to have a U.S. issued SECRET facility clearance and be able to receive, generate, and store up to SECRET classified material and to provide personnel with U.S. issued SECRET security clearances.
