- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is set-aside 100% for small businesses only. The NAICS Code for this synopsis/solicitation is 541380 and the Size Standard is $10.0 million. Solicitation/Purchase Request number F5MEO142000200 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24 effective 19 July 2004. The Government intends to award one contract line item number (CLIN 0001) for: A ONE-YEAR SERVICE CONTRACT FOR VARIOUS CHEMICAL, ELEMENT, METAL, CONTAMINATE, ETC. WASTEWATER TESTING BY A NEW HAMPSHIRE STATE CERTIFIED CONTRACTOR. Two documents attached to this synopsis/solicitation entitled: 1) NBAFS-Specifications and 2) NBAFS-Requirements contain additional information and requirements that must be met under contract performance. PERIOD OF PERFORMANCE: 01 October 2004 thru 30 September 2005. Work will be performed at New Boston Air Force Station (NBAFS) located in/near New Bedford, New Hampshire. ADDRESS: NBAFS, 340 Chestnut Hill Road, NBAFS, NH 03070. FOB: Destination. INSPECTION & ACCEPTANCE: Destination. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Items, in accordance with FAR 13.106-1(a)(2), offerors are notified that award will be made on the basis of price.; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items [in paragraphs (b) and (c) the following clauses apply: 52.219-6; 52.222-3; 52.222-21, 52.222-26, 52-222-36, 52.225-13, 52.232-33; 52.222-41; 52.222-42 (The Federal Wage Equivalency for Wastewater Testing is: Lab Technician, WG GS-5 step 4 ($14.85 per hour) or GS-7 step 4 ($18.39 per hour); FAR 52.237-2, Protection of Government Buildings, Equipment and Vegetation; FAR 52.252-2, Clauses and provisions may be accessed in full text at http://farsite.hill.af.mil/; DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items [in paragraph and (b) the following clause applies 252.225-7001]; DFAR 252.225-7002; FAR 52.222-48.
