Description
This is a combined synopsis/solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for Reference Number F73AFL42431900. A mandatory site visit of Building 1412 Maxwell Air Force Base, Maxwell AFB Storage Area Building 79, Gunter Air Force Base Storage Area building 910, and Building 205 at Gunter will be conducted on Wednesday 15 September 2004 at 10:00AM. Attenders should be present at the Maxwell AFB Visitor Control Center/ Vehicle Registration Office, building 502 inside the Bell Street Gate not later than 09:45 on 15 September. This procurement is a 100% set-aside for small business. The associated NAICS code is 484110 and the size standard is $21.5 million. Maxwell AFB, Alabama has a requirement for a Local Office Move of both furniture and equipment. Statement of Work (SOW) follows: STATEMENT OF WORK 1. PURPOSE To move all office furniture, equipment and belonging from one of the three existing locations; Building 1412 Maxwell Air Force Base, Maxwell AFB Storage Area, building 79, and Gunter Air Force Base Storage Area building 910, into the new Air Force Logistics Management Agency Building 205 (upon completion) and/or to the Defense Reutilization and Marketing Office (DRMO). Estimated Completion date for the facility is Oct 2004. Building 205 is located on Gunter Air Force Base Alabama. 1.1 BACKGROUND Building 205, located on Gunter Air Force Base Alabama is currently being renovated under a separate contract and is scheduled for completion during the last quarter of 2004. Air Force Logistics Management Agency moved out of building 205 and into Building 1412 to allow for the completion of the renovation project. Much of their furniture and equipment was placed in two separate storage warehouses one located on Maxwell and one located on Gunter. Building 1412 is scheduled for demolition making it necessary to move all belongings from building 1412 not later than 30 Oct 2004. Building 205 is nearing completion however may be delayed beyond the 30 Oct 04 deadline. Once building 205 is completed, Air Force Logistics Management Agency will relocate all belongings to Building 205, or to the Defense Reutilization and Marketing Office (DRMO). 2. SCOPE OF WORK (a) The contractor shall furnish all necessary parts, tools, labor, materials, drayage, personnel, and necessary transport equipment for the preparation and movement of US DoD articles. Contractor shall properly and amply protect goods in its possession by proper protective measures and by stowing effects in a manner not likely to cause damage so as to ensure all goods are in place at the new location and in such manner as in the same original condition as when prior to pick up. (b) The interior of vehicles and containers used to transport goods will be clean and will be provided with clean pads, covers and other protective equipment to ensure safe transit and delivery of materials. (c) Articles disassembled by the carrier at the pickup location may require reassembly at the destination location. (d) Disassembled articles from storage will not require reassembly. (e) All work will be coordinated with the Move Back Facilitator and/or facility managers. Contact MSgt Mike Shilling at 953-0938. 3. SPECIFIC TASKS 3.1 CONTRACTOR SPECIFIC RESPONSIBILITIES: (a) The contractor shall disassemble/assemble, load/unload and delivery of all items from buildings 1412, 79, and 910 to the new building 205 and /or DRMO locations. (b) The contractor shall exercise every possible measure to protect/avoid damage to articles being moved by proper packing and moving procedures and delivery to destination in the same original condition as when prior to movement. (c) Articles delivered to DRMO shall be placed on wooden skids/pallets in order to be accepted and off loaded (with a forklift) by DRMO personnel at the destination site. (d) In order to avoid mixing and misdirecting of properties, movement shall be done in three phases: PHASE I: Move all identified furniture and equipment items from the storage area Building 79, at Maxwell Air Force Base Al. to Building 205 Located on Gunter. Move the remainder of all identified furniture and equipment items to the Defense Reutilization and Marketing Office (DRMO). PHASE II: Move all identified furniture and equipment items from the storage area Building 910, at Gunter Air Force Base Al. to Building 205 Located on Gunter. Move the remainder of all identified furniture and equipment items to the Defense Reutilization and Marketing Office (DRMO). PHASE III: Move all identified furniture and equipment items from Building 1412, at Maxwell Air Force Base Al. to Building 205 Located on Gunter. Move the remainder of all identified furniture and equipment to the Defense Reutilization and Marketing Office (DRMO). 3.2 GOVERNMENT RESPONSIBILITIES: (a) The packing and placing of all office files/documents in cardboard boxes shall be the responsibility of Government personnel. (b) All computers/printers and any forms of electrical/electronic equipments needed to be moved by the contractor shall be unplugged from the wall and unwired prior to the arrival of the movers. (c) Prior to each Phase of the move the destination for all items will be identified as either Bldg 205, or DRMO. (d) Government personnel must escort the contractor for each delivery of materials to the DRMO site. 4. PERIOD OF PERFORMANCE The period of performance is directly dependant upon completion and final acceptance of Building 205. The performance period will be determined after final acceptance of building 205. The Government will award a Contract resulting from this solicitation to the responsible offeror that is most advantageous to the government. The following factors will be evaluated: technical capability of item being proposed, price, and delivery schedule in compliance with the requirements of this solicitation with price being the most significant factor. Offerors are reminded to include a completed copy of the FAR provision at 52.212-3 Offeror Represenations and Certifications-Commercial Items with their proposals. FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this solicitation. Addenda to FAR 52.212-4: The following additional clauses apply to this solicitation: 52.232-18, Availability of Funds; 52.237-2, Protection of Government Buildings; and 52.236-3, Investigation and Conditions Affecting Work.
