Description
Amendment 0001: This amendment is being issued to state what type of contract will be awarded for this requirement. This will be awarded as a firm fixed price purchase order. All interested contractors shall provide a price for each of the deliverables listed in the attached Deliverable/Payment Schedule. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number NCNL2000-4-0002 is being issued as a Request for Quotations (RFQ). The NAICS code for this procurement is 541690. This procurement action is being set aside exclusively for small business concerns. A firm is a small business for the purpose of this requirement if its size standard is $6.0 million. The U.S. Department of Commerce/NOAA/National Geodetic Survey has a requirement for a contractor to conduct a study of RTK technology and support infrastructure suitable for long range instantaneous, centimeter-level positioning as related to the U.S. National Spatial Reference System (NSRS) network. The study will focus on a number of problems inherent in RTK technology and the support infrastructure necessary for instantaneous, centimeter-level positioning. The real time GPS software which is based on dual frequency data shall serve as a platform to develop an enhanced ambiguity resolution method based on multi-base station configuration, provided by real time Continuously Operating Reference Stations (CORS) network, and to increase the possible range of RTK beyond the operational range of the technique currently implemented. The research topics shall combine study of theoretical aspects with computer simulation and experimentation. The working methods include: 1. Establishing the theoretical foundations, 2. Definitions of mathematical models, 3. Improvement of existing methods, 4. Using a real or simulated data set to illustrate the measurements problem solutions and to test the output (which includes software development and field measurements. The period of performance is twelve months. The Statement of Work and Deliverables schedule is attached.
