- The US Army Medical Research Acquisition Activity, on behalf of the National Biodefense Analysis & Countermeasures Center (NBACC), intends to negotiate with Prism on an other than full and open competitive basis for enhancement of its existing Prism software system. Prism will customize 3 specific areas that include: Document Security, Document Type Controls, and File Structure via Document Tree. Interested firms must demonstrate the capability to modify existing Prism software, including evidence, such as a letter of license from Prism, of the legal ability to do so. Any firm that believes it can meet these requirements is invited to submit written notification to the Contract Specialist within 10 calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to meet the requirement. Responses received will be evaluated, however, a determination by the government not to compete the proposed procurement based on responses to this notice is solely within the discreti on of the government. If no responses are received, USAMRAA will proceed with the sole source contract.
