Description
NAICS Code: 541710 The U.S. EPA intends to negotiate for the National Risk Management Research Laboratory, located in Cincinnati, OH, on a sole source basis with Dr. Matthew Eick of Virginia Polytechnic Institute and State University for a study entitled "Characterization and Pressure Jump Relaxation Kinetics of Arsenic Sorption on Ruthenium Dioxide (RuO2)." The contractor shall monitor the kinetic performance of RuO2 as a high-capacity sorbent of arsenic via pressure jump relaxation methodology. The metal of interest for this project is arsenic (As). Supplementary research characterizing the RuO2 surface will be conducted as well as modeling of the collected data and deciphered into peer-reviewed publications. The true kinetic rates of adsorption for metals on RuO2 are not known. The hypothesis of this task is that the application of pressure jump relaxation kinetic studies will yield vital information regarding cation sorption on ruthenium oxide. The contractor shall gather and analyze data from pressure jump relaxation kinetic to evaluate the effectiveness of As sorption on RuO2 and characterize the RuO2 solid to understand the chemical and physical properties of the ruthenium oxide surface. The contractor shall conduct experiments and collect data regarding the pressure jump relaxation kinetics of arsenite and arsenate sorption on RuO2 to provide information on the initial reaction rate of As sorption and provide evidence on possible sorption mechanisms from RuO2 characterization. Further, a full characterization of the RuO2 material (chemical and physical) will be determined to gain understanding into the high sorbing capacity of the substance. Data collected shall be cataloged along these lines: 1. Chemical and physical characterization of RuO2 via thermogravimetric analysis (TGA), reactive functional groups and acidity analysis, dissolution behavior, electron microscopy imaging, Fourier transformed infrared (FTIR) spectroscopy, X-ray diffraction (XRD), and surface potential measurements. 2. Pressure jump relaxation kinetic studies of As(III) and As(V) on RuO2 as a function of pH under constant ionic strength and temperature (minimum of 3 pH values). 3. Pressure jump relaxation kinetic studies of As(III) and As(V) on RuO2 as a function of ionic strength (I) under constant pH and temperature (minimum of 2 ionic concentrations - suggested 0.001 and 0.1 M). 4. Pressure jump relaxation kinetic studies of As(III) and As(V) on RuO2 as a function of temperature under constant pH and ionic strength (minimum of 3 temperature values to fulfill minimum requirements for Arrhenius and Eyring Equations). The contractor shall prepare at least two peer-reviewed technical journal articles which describes the entire study, displays pertinent data and defends conclusions drawn. This notice is not a request for quotations. EPA source research indicates Dr. Eick is the only known source able to satisfy the government's requirements. No other known source has the knowledge of pressure jump relaxation spectrometric analyses, nor the equipment needed to complete the study. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of fulfilling the government's requirements. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Wednesday September 28, 2004 at 12:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
