NA This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00167-04-Q-0543 applies and issued as a request for quotation (RFQ). The small business set-aside has been dissolved. The proposed contract is being solicited on a sole-source basis to BMA Engineering Inc; Potomac , MD. 20854. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Dr. Bilal Ayyub of BMA Engineering, Inc. is uniquely qualified to conduct this work as he is a leading researcher in the area of Risk Methodology. Rese! arch that he has conducted over the past few years has provided a new understanding of risk with application to naval ship design. Previous services from Dr. Ayyub have been procured, most recently to develop a methodology for predicting run time duration needed for simulation based assessment of the probability of the dynamic capsizing of a naval vessel. This work represents a continuation of those efforts. Services from another source would result in substantial duplication of costs and delays. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21 as well as DCN 20040113. The North American Industry Classification System (NAICS) Code is 8441330 and the business size standard is $4 million in annual receipts. This requirement is as follows: CLIN 0001, QTY (1) EA; Provide Engineering Services in accordance with the attached statement of work. Delivery is F.O.B. Destination and is required 12 months ARO. Final inspection will be at Naval Surface Warfare Center, Carderock Division, 9500 MacArthur Blvd; West Bethesda, MD; 20817-5700. Selection for award will be based on past performance and price. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Pr! ocedures. The following provisions and clauses apply 52.213-4 (incorporating 52.222-35; 52.222-36; 52.222-37; 52.232-33; 52.204-7; 252.204-7004(ALT A); 52.209-6; 52.211-14 (DO); 52.21l-15; 52.243-l (ALT V); 52.247-34; 52.249-9) NOTE: The following provisions with a ?Fill-in?
