- The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the National Biodefense Analysis & Countermeasures Center (NBACC) intends to negotiate with the National Academy of Sciences (NAS) on an other than full and open competitive ba sis. NAS will provide a Subject Matter Expert who will be a member of a literature analysis panel that will review over 2,000 open and classified documents concerned with exposures to and environmental fate of biological agents. NBACC intends to use the NAS Subject Matter Expert because NAS has the unique ability to provide the Nation's most eminent scholars. Any firm that believes it can meet this requirement is invited to submit written notification to the Contract Specialist within 10 calendar days fr om the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to meet this requirement. All responses received will be evaluated by the government. If no responses are received, USAMRAA will proceed with the sole source contract.
