- The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the National Biodefense Analysis & Countermeasures Center (NBACC) intends to negotiate with the National Academy of Sciences (NAS) on an other than full and open competitive ba sis. NAS will establish a standing committee to coordiante studies that deal with gap analyses of on-going bioterrorism preparedness research programs and that of the proposed center, and to recommend a program plan that address critical national defense requirements short, mid and long term. This effort will demand broad technical and national security expertise. NBACC intends to use NAS for this requirement because NAS has the unique ability to find the Nation's most eminent scholars. Any firm that be lieves it can meet this requirement is invited to submit written notification to the Contract Specialist within 10 calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the fir m's ability to meet this requirement. All responses rec eived will be evaluated by the government. If no responses are received, USAMRAA will proceed with the sole source contract.
