Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Maine Army National Guard is interested in receiving quotes on supply and installing fiber optic cabling in Augusta, Maine. Offerors shall bid on ALL or NONE of the items identified in this Solicitation. Description of work to be completed. Install 1 - 6 strand fiber optic cabling begining at the computer room in building #39 at Camp Keyes, Augusta, Maine and terminating at the JOC SIPRNET room in building 7A, Camp Keyes, Augusta, Maine using existing buried telecomm conduit. Install 1- 6 strand fibe r optic cable beginning at the computer room in building #39, Camp Keyes, Augusta, Maine and terminating at the DCSOPS SIPRNET vault in building 7, Camp Keyes, Augusta, Maine using existing buried telecomm conduit. Install and terminate above cables follo wing specifications in paragraph 2 below. Contractor must include all materials to accomplish the above installation and fiber termination. Contractor shall furnish: (a) 1000' - 6 Strand Multi-mode Armored Distribution Fiber Optic Cable, (b) 24 - Ceramic ST connectors, (c) 2 - 6 fiber fan out kits, (d) 1 - 12 fiber fan out kit, (e) 2 - 12 fiber Rack-Mountable Interconnection Center, (f) 1 - 24 fiber Rack-Mountable Interconnection Center, (g) 2 - 24 inches Wall mount cabinets with integral 19 inches rack, (h) 4 - 100 Base FX Fiber to 100 Base TX Fast Ethernet Transceivers, (i) 6 - 5 Meter ST/ST Fiber Jumper Cables. Fiber Optic Specifications: Cable Specifications: - (a) 62.5/125 Micron Multi-mode Armored Distribution Fiber Optic Cable (b) Utilize current p remise cableing layout for in-building cabling, (c) Allow for and provide sufficient (greater than 10 feet and less than 25 feet) restoration loops at each termination point of the cable for future repairs. (d) All cable must be installed in accordance wi th EIA/ITA premise wiring standards in regards to cable hanging, cable placement, cable bend radius and cable marking. (e) Install wall mount distribution panels at each termination point marked with corresponding numbers of fibers being installed. (f) Te rminate all fibers utilizing ceramic ST type connectors. (g) All terminations must be either epoxy type or fusion type splices. No mechanical splices are authorized. (h) All terminations must be tested for attenuation utiling a light source and power meter at both 850nm and 1300nm. (i) Contractor must complete Fiber Optic Cable Test Report with applcable data and provide to this office upon completion of testing. The Government will award a contract resulting from this solicitation to the responsible offero r whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on a Best Value Basis taking into account the followin g factors: Technical acceptability of proposed products, price and past performance. The Government may award to other than the lowest priced offeror based on a trade-off among these factors.
