Description
MODIFICATION 1: The purpose of this modification is to state the size and the number of batteries the Mitsubishi Uninterrupted Power System, 2033A (DDC) Series has. 1) UPS Rated at 50 kVA 2) 60 Batteries. LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) .ALL OR NONE. MUST MEET ALL SPECIFICATIONS. SPECIFICATIONS REQUIRED. PERIOD OF PERFORMANCE: 11/09/04-11/08/05. All responsible small businesses may submit a quote which if timely received shall be accepted by the agency. Offerors shall use UPLOADED SOLICITATION to quote by the deadline. Offerors shall fax complete solicitation by the deadline. Offerors shall call Dept. of State P.O.C. Kevin T. McGhee (703) 875-4566 to confirm receipt after faxing quote to (703) 875-5390. All vendors must be registered in the Central Contractor Registry to be eligible for award. Vendors can contact the CCR by calling 1-888-227-2423. Offerors shall answer clause 52.212-3 Offeror Representations and Certifications--Commercial Items on page 12-18 (all questions) before faxing solicitation to P.O.C. at (703) 875-5390. Offerors shall e-mail all questions to Dept. of State P.O.C. at mcgheekt@state.gov Maintenance Renewal for the Mitsubishi Uninterrupted Power System, 2033A (DDC) Series 1 EA. ___________ ___________ The Following Shall Be Performed: 1) Unlimited corrective UPS maintenance - All parts, labor and travel included. Service coverage limited to normal working hours. 2) One major UPS PM visit to be performed during normal working hours. UPS - MAJOR PM VISIT: Measure and Record the following: a) Rectifier Input voltages & currents. b) Inverter Output voltages & currents. c) Bypass Input voltages & currents. d) System Output (Critical Buss) voltages & currents. e) Rectifier Output voltages and currents. f) Delta voltages (difference between Bypass & Inverter Output). g) Bypass and Inverter frequency. h) Compare front panel meter readings with above measurements and verify 3% accuracy. i) Check alarm / status indicators and remote status panel, note any deficiencies. j) Inspect air filters and replace if necessary. k) Check all fans for free and quiet rotation. l) Perform operational inspection of Static Switch / Transfer circuitry. m) Vacuum and clean UPS interior and exterior. n) Inspect, test & clean all major sub-assemblies and replace defective or marginal components. o) Check all electrical terminations for proper tightness and signs of overheating. p) Perform mechanical inspection of all transformers, filter capacitors and wiring. q) Check unit Power Supplies, AC / DC protection settings, and voltage waveforms. r) Verify correct Inverter free run frequency. s) Simulate Input power failure and verify proper unit operation (customer permission required). t) Provide one copy of recorded data. 3) One minor UPS PM visit to be performed during normal working hours. UPS - MINOR PM VISIT Measure and record the following: a) Rectifier Input voltages & currents. b) Inverter Output voltages & currents. c) Bypass Input voltages & currents. d) System Output (Critical Buss) voltages & currents. e) Rectifier Output voltages and currents. f) Delta voltages (difference between Bypass & Inverter Output). g) Bypass and Inverter frequency. h) Compare front panel meter readings with above measurements and verify 3% accuracy. g) Check alarm / status indicators and remote status panel, note any deficiencies. h) Inspect air filters and replace if necessary. i) Check all fans for free and quiet rotation. j) Visually inspect UPS interior. k) Provide one copy of recorded data. 4) On site emergency response not to exceed next business day. 5) Must provide a (around the clock) 7/24 Emergency phone service, toll free 800 number 6) Semi-annual battery preventive maintenance, to be performed during normal working hours. SEALED CELL BATTERY PM VISITS a) Measure and record total battery plant Float Voltage. b) Measure and record the DC Float Voltage of each individual battery jar. c) Measure and record the internal impedance of each individual battery jar. d) Measure and record the AC Ripple Voltage of each individual battery jar. e) Measure and record battery plant DC charge current. f) Measure and record battery plant AC ripple current. g) Visually inspect each battery jar & cover for cracks or leaks. h) Visually inspect each terminal and related hardware for signs of corrosion. i) Inspect all battery interconnect cable for signs of chaffing and stress. j) Clean all jar covers, racks and cabinets. k) Check for proper ventilation and unusual odors. l) Record ambient room temperature. m) Review the data recorded above and initiate corrective action if necessary. n) Annually re-torque all link connections to manufacturer's specifications.
