Description
This amendment is issued to incorporate changes to the Solicitation and to answer quoter questions as follows: I. Add the following paragraph to the solicitation: Government Furnished Equipment and Facilities Work may be performed at the Contractor’s location and the SEC’s facility in Alexandria, VA. The Government will provide cubicles for one person with a computer, printer, telephone and a fax machine for the Contractor’s use in performance of this contract. The space will be provided at the SEC Operations Center in Alexandria, VA. II. The following change is made to Para. A as follows: Delete in its entirety and replace as follows: A. PRODUCTS/SERVICES: CLIN 0001 – Development of Privacy Act Training, Brochures, and Posters CLIN 0001AA – Development of General Privacy Awareness Course. Shall include content, royalty-free images, certificate, hosting and user support for approximately 4,200 SEC employees. CLIN 0001AB – Development of Privacy Impact Assessment/System of Record Notices Course. Shall include content, royalty-free images, certificate, hosting and user support for approximately 250 SEC employees. CLIN 0001AC – Development of Privacy Act Training for Executives and Top Level Managers Course. Shall include content, royalty-free images, certificate, hosting and user support for approximately 100 SEC employees. CLIN 0001AD –Design and Printing of Privacy Brochure. CLIN 0001AE –Design and Printing of Privacy Poster. OPTION CLIN 0002 – Privacy Act Training, Brochures, and Posters: Updates, Maintenance and Refreshers. OPTION CLIN 0003 – Privacy Act Training, Brochures, and Posters: Updates, Maintenance and Refreshers. OPTION CLIN 0004 – Privacy Act Training, Brochures, and Posters: Updates, Maintenance and Refreshers. OPTION CLIN 0005 – Privacy Act Training, Brochures, and Posters: Updates, Maintenance and Refreshers. III. The following questions and answers are provided to all Offerors: Q1. For us to be able to accurately price the courses we would like to know if the actual content is available for review and how we could access it? A1. The course content is to be developed by the contractor utilizing existing published materials, i.e. government directives, reference materials, documents, rules and regulations. Some materials are located on the OMB website, additional SEC and other agency materials will be furnished during development. Privacy references and guidance are located at the following links: http://www.whitehouse.gov/omb/inforeg/infopoltech.html and http://www.whitehouse.gov/omb/foia/index.html The PM and SEC representatives will work with the contractor in the development of materials to be included. Section B.2.2 provides references. Q2. Are the 3 courses currently available COTS on line? A2. The SEC does not currently have COTS courses online. Q3. How long do you anticipate each course being? A3. The target time for each course is as follows: CLIN 0001AA – 1 hour CLIN 0001AB - 30 minutes CLIN 0001AC - 30 minutes Q4. The following web addresses supplied in the solicitation do not work: http://security.sec.gov/policy/ and http://wapps.sec.gov/oit/oitpolicy.html please provide correct web address for further condsideration in submitting as it says "Page cannot be Displayed". A4. Links are currently nonpublic. If you would like a copy of the information provided in the links, please submit a request to Amy Alvarey at AlvareyA@sec.gov. Q5. Is there a RFQ form that we should use for submittal that indicates the line items where our prices would be indicated? As the proposal reads it is unclear how we would go about proposing on the priced items? A5. Please see Sec. II above. Q6. We would also like to request a one week time extension so that we can prepare a better proposal? A6. No, time does not permit. Q7. Is this a new contract or has this been solicited before? A7. New contract Q8. Should proposers include a travel line item in their proposal incase travel is necessary to meet with the SEC? A8. Travel should be included in CLIN pricing. Q9. I also do not understand the schedule is it one year of service with 4 option years? A9. Yes, 1 year with 4 option years. Q10. Can the contractor during the evaluation of the materials provide the SEC with a secure online environment to view/discuss/comment on the elements of each web-based training course? as well as allow the SEC to view the preliminary designs for the brochure/signs/posters? This would make it easy for the SEC at anytime to view the requirements of this contract and to discuss them in detail within your department as well and to check the progress of the contractor? A10. Yes, provided the contractor hosts the website and provides security. Q11. Will the SEC be available to answer any questions the contractor may have about any of the Regulations/directives that are to be used in the training materials and such that they may not understand some of the jargon? A11. The COTR or PM will be available Q12. Can the database be provided in MS Access or is it at the contractor's option? A12. Any database management system to be utilized under this contract must be on the approved SEC software list. MS Access is currently on the approved list. Q13. How may days after award will the contractor have to submit the Project Plan? A13. See Section D.2.0 for delivery schedule. Project Plan is 5 DACA. Q14. Is the source/subject matter data available and in what formats? A14. The subject matter data is currently available in different formats on the web. The OMB website, http://www.whitehouse.gov/omb/inforeg/infopoltech.html, in particular, has info regarding privacy requirements. Please see Para. B.2.0 in the solicitation for more information. Q15. Does the SEC currently have training available for Privacy and if so what format is it in? A15. The SEC does not currently have this type of training available. Q16. Does the SEC currently use online training and if so what Learning Management System is used? A16. SEC E-learning is located at http://www.sec-elearning.gov, which is currently powered by Geo Learning, NET.g and Skillsoft. The above referenced training requires an employee User ID and password to access. The SEC also contracts out on-line security related training. Q17. If SEC is using online learning, is there courseware available for review? A17. No. See answer to Q16 above. Q18. Access to a Subject Matter Expert (SME) will be critical in meeting your timeline. Will the referenced PM act as the SME and be available as needed throughout the project? A18. The referenced PM or duly authorized representative will be available. Q19. Are there any pre-existing graphical assets readily available for use in this course? If so, what is the estimated percentage of total graphical assets you will provide (if any)? A19. There are no current graphical assets available. Royalty free assets may be utilized. The SEC will be unable to provide any graphical assets other than the SEC logo. Q20. Is there a desire to have this courseware be compatible (look and feel, instructional, interactivities, simulations) with other existing SEC courses? A20. Section B.3.6 refers to course design requirements which would be compatible with existing SEC courses. Q21. Can we have access to the actual content that the 3 courses are based on. A21. Content will be derived from rules regulations and publications listed in B.2.0 and other similar federal agencies training in this area. Q22. Are you expecting the proposals to be based on the outlines and the allocated times for each course? A22. The proposal should be based on the requirements in the solicitation. Q23. Is there a specific format or form to be used in submitting the Quote? A23. Please see answer to Q5, above, and Para. E in the solicitation. Q24. Question:In order to quote this project, would you please provide? The 3 agency specific courses or access to the courses Customization description & information (for example, scripting and images)for the 3 agency specific courses Description & information (copy and images if available) for brochures & posters. A24. This information to be covered is currently provided in Section B.3.5.2, B.3.5.3, and B.3.7. Scripting and images are unavailable. Royalty free images may be utilized. IV. Except as provided herein, all terms and conditions of the subject solicitation, remain unchanged.
