Description
The U.S. Patent and Trademark Office (USPTO) has a continuing requirement for full-time and on-call sign language interpreter services for meetings, training, special observances, and during the daily interchange between their supervisors, co-workers and the public. These services will be performed on-site at the various USPTO locations in Arlington, VA and Alexandria, VA. The interpreters must possess experience in interpreting from Pidgin Sign English (PSE) and American Sign Language (ASL) to English and vice versa as well as experience transliterating from spoken English to Manually Coded English (MCE) and vice versa. The USPTO anticipates awarding a requirements-type contract with a period of performance consisting of a one year base period and four, one year option periods. This requirement is anticipated to be a 100% Small Business set-aside under North American Industrial Classification System (NAICS) Code 541930. The applicable small business size standard is $6.0 million. This acquisition will utilize the Patent and Trademark Acquisition Guideline (PTAG) which can be accessed at: http://www.uspto.gov/web/offices/ac/comp/proc/ptagfdrg.pdf. Specifically, the USPTO anticipates utilizing PTAG provisions regarding the conduct of discussions. A Request for Proposal (RFP) will be made available on the Internet at http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm on or about June 30, 2004. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement-related documents. Since all procurement-related documents will be released via the Internet, a mailing list and list of interested vendors will not be available. Interested small business firms must respond to the RFP in order to be considered for award of any resultant contract. QUESTIONS REGARDING THIS PROCUREMENT WILL NOT BE ENTERTAINED AT THIS TIME. Questions will be entertained following the release of the RFP, utilizing the procedures specified in the RFP.
