Description
NAICS Code: 4412 The U.S. Environmental Protection Agency (U.S. EPA), intends to issued a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR part 12.6. This announcement constitutes the only solicitation; quotation being requested and a written solicitation will not be issued. This requirement is 100% set-aside for small businesses; the associated North American Industry Classification System (NAICS) code for this procurement is 423110, and the small business size standard is 100 employees. The Government intends to solicit and negotiate with only one source to issue a firm fixed price purchase order for an Emergency Response Truck as specified by the following: Item 0001: Emergency Response Truck Specifications: (Power) 2004 and/or 2005 model year -F-550 or equivalent (i.e., 5500) - 17,500 pound minimum GVWR - Power-stroke Diesel or equivalent - Towing capacity of up to 18,000 lbs (5th wheel/gooseneck) -heavy duty 5 or 6 speed automatic transmission - power take off; (Exterior) - Maximum 83 inch clearance - 200 inch wheel base - 4X4 off-road package - Heavy duty suspension - skid plate for transfer case and fuel tanks - Dually - Quad cab - Mud flaps- Side Steps - Sliding rear window - trailer hitch receiver with three hitch sizes/balls/Reesehitch - trailer wiring combination connector (7-wire trailer harness) - black fold-away mirrors - power - front tow hooks (2) - heavy duty shocks/springs - anti-lock brakes - dual fuel tanks or large capacity tank - keyless entry/coded entry; (Color) - True Blue; (Lights) - Roof clearance lights - Fog lamps - Dome lamp; (Interior) - XLT w/carpet delete or equivalent - air conditioning- Vinyl seats/Cloth seats - AM/FM/Cassette/CD - auxiliary power points - 4X4 shift on the fly - audible back-up signal - heavy duty washable floor covering - cruise control - power windows/locks - power steering - driver/passenger air bags - tilt steering wheel - keyless entry/coded entry. NOTE: The following are optional items and are not required to be included in your quote. You may quote on any or all items. EPA may select any or all items for inclusion in the award. Line item pricing shall include all applicable installation charges: - utility bed (low sides)- air flow tailgate to accommodate 5th wheel - 5th wheel removable hitch/goose neck hitch - heavy duty front bumper w/ brush guard and winch capabilities - fender covers - reverse/back-up vehicle aid sensor - brake box for electric trailer brakes - heavy duty winch - detachable spot light on rear of truck - Extended warranty. The emergency response truck shall meet all applicable DOT regulations as well as provide the standard warranty information. The Contractor shall include documentation showing how they will affirmatively meet the requirement. The Contractor shall provide weekly updates to the On-Scene Coordinators (OSC), via telecon and email, after award of the requirement. The OSCs may also make weekly visits to the dealership to monitor the performance and/or progress of the requirement. The Contractor is required to be registered in the Central Contracting Registration Data base before award can be made: www.ccr.gov. Delivery shall be FOB Destination. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certification-Commercial Items and FAR 52.219-1, Small Business Program Representation, with its offer. These clauses may be found on the Internet at the following site: http://firstgov.gov. The following Clauses also apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.225-13, Restrictions on Certain Foreign Purchases; FAR 52232-1, Payments; FAR 52.232-8, Discounts for Prompt Payments; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and FAR 52.243-1, Changes-Fixed Price.
