Description
NAICS Code: 334119 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote number is RFQ-DC-04-00305 for this requirement. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-24. The applicable NAICS code is 334119 with a small business size standard of 1000 employees. The RFQ will start on www.FedBid.com on the date this RFQ is posted and will end on Friday, September 10, at 3:00 PM Eastern Time or as otherwise displayed at www.FedBid.com. There may be multiple ship to destinations as a result of this RFQ. The Environmental Protection Agency requires the following items, EXACT MATCH ONLY: Item #1, Sony DSCP100 Cyber-Shot Digital Camera - 5.1 MegaPixel, Quantity 13. Item #2, SimpleTech STI-MCAD Flashlink 4-in-One PC Card Adapter - SecureDigital, MultimediaCard, Memory Stick, SmartMedia, Quantity 8. Item #3, SanDisk 256MD Memory Stick Pro, Quantity 13. Item #4, Garmin GPSMAP 60CS 010-00322-30, Quantity 14. For this RFQ, EPA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed as online, anonymous, browser based application to conduct the reverse auction. A vendor may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. EPA is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time quotes. All responsible vendors that respond to this RFQ, MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or provide a quote on www.FedBid.com. Vendors that are not currently registered to use FedBid should go to the website to complete the free registration. Vendors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID (877-933-3243) or via email at clentservices@fedbid.com. Vendors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. It is unacceptable to place bad faith quotes, to use decoys or to collude with the intent or effect of hampering the competitive process. The selected vendor must comply with the following commercial terms and conditions: 52.212-1, Instructions to Offerors-Commercial; 52.212-3, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Buyers and Sellers understand that a Buyer always maintains all rights assigned under their contracting authority and/or applicable acquisition regulations, and may select the most advantageous bid for the Government's purpose while considering factors such as delivery, past performance, socio-economic classifications, and source rotation. The reverse auction on www.FedBid.com ends on Friday, September 10, 2004 at 3:00 PM.
