- Description
- The government intends to solicit for award a firm fixed price purchase order for the software products and services of e-Security Inc. utilizing other than full and open competition. The required brand name product and services are as follows: 1 years worth of premium maintenance for the e-sentinel (P/N StdPK-M-P) and enterprise e-wizard (P/N Wiz-M-P-SL) software products, plus premium maintenance for 160 category 1 devices (P/N 1Cat-101-250M-P) and an annual license for e-security advisor with exploitation detection (P/N EXDT-ADV-1) as required by the Naval Security Group Command (NAVCIRT). E-Security is the sole and proprietary manufacturer of the suite of software in need of this maintenance support. The applications are an integral part of NAVCIRT's Network Enterprise Management suite and were developed in conjunction with Naval Research Laboratories. The statutory authority for pursuing this action on a brand-name only basis is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(c). There is only one brand-name able to provide necessary compatible support and no other brand will satisfy agency requirements. The solicitation and any subsequent amendments will only be available by downloading the documents at http://www.fedbizopps.gov. This office will no longer issue hard copy solicitations. By submitting a quote, the contractor will be self certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to so represent may be grounds for refusing to accept the quote. By submission of a quote, the offeror acknowledges that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance of the order and through final apartment of the purchase order. Failure to register on CCR may make an offeror ineligible for award. The solicitation will be posted on or about 10 September 2004 and close on or about 14 September 2004.
