Description
The Armys Communications Electronics Command (CECOM) is seeking potential sources for Aircraft Maintenance and Modification (AM2) support services for the Communications-Electronics Research and Development Engineering Command (CERDEC) Flight Activi ty (CFA) and the Night Vision Flight Activity (NVFA) (and any successor organization that may evolve) and its elements at other locations. The scope of the work effort will include, aircraft and avionic unit and intermediate level maintenance (AVUM & AVIM ), limited depot and prototype Research & Development (R&D) and aircraft modification support to all aircraft and unmanned aerial vehicles (UAV) assigned, loaned or attached to the CERDEC Flight Activity (CFA), Naval Air Engineering Station (NAES), Lakehur st, New Jersey; and to the Night Vision Electronic Sensors Directorate (NVESD) at Davison Army Airfield, Fort Belvoir, VA and at other selected (TDY) sites. CECOM intends to utilize the Armys Single Face to Industrys (ASFI) Interactive Business Opportun ities Page (IBOP) (https://abop.monmouth.army.mil/) and FedBizOps for all communications regarding this solicitation. The North American Industrial Classification System (NAICS) code for this requirement is 488190, Aircraft maintenance and repair services (except factory conversion, factory over). This requirement is unrestricted; however, CECOM reserves the right to limit the sources solicited for this procurement. The resultant order will consist of an Indefinite-Delivery Indefinite-Quantity (IDIQ) typ e contract. The term of the order is anticipated to be five (5) years. The draft Performance Work Statement (PWS) for the AM2-CFA solicitation has been posted to the Armys Single Face to Industrys (ASFI) Interactive Business Opportunities Page (IBOP) (ht tps://abop.monmouth.army.mil/) and FedBizOps (http://www.eps.gov/). Personnel assigned to the prospective contract will require a minimum of a SECRET clearance. Interested firms are invited to submit to the contracting office as early as possible, but no t later than 22 September 2004, a three-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) specific, related past/current experience related to this requirement; 2) management approach in managing on-sit e and off-site staff, retention/replacement, authority, responsibilities, and quality control; and 3) personnel qualifications and experience. If planning to team or subcontract, identify the firm(s), its size status and corresponding GSA schedule. Segrega te this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including their respective telephone numbers and email addresses. All information must be contained withi n the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Planned Site Visits CECOM invites prospective offerors to attend site visits at each of the primary places of performance in accordance with the following information. Offerors who plan to attend must submit through the Site Visit Point of Contact (POC) listed below the foll owing information: Company Name List of individuals planning to attend If names of perspective attendees are not provided, they will not be allowed to enter the facility. Upon arrival, each attendee should visit the Visitors Center to obtain passes for access to the station. The Site Visit POC will make arrangements for vi sit requests to be available at the visitor center.
