- Description
- The 354th Contracting Squadron intends to proceed to award a sole source acquisition to University of Alaska @ Fairbanks, Graduate Environmental Engineering Program, Fairbanks, AK 99775. The requirement is to provide air-monitoring data on Eielson AFB to the state of Alaska. This requirement is proprietary in nature. It has been granted enforcement authority of the Clean Air Act (CAA) and its 1990 amendments to the Act by the US Environmental Protection Agency (EPA). As such, the State enforces Title I and V of the CAA which allows the State to issue construction permits for new, or modified, air emissions sources and operating permits for major air emission sources. Eielson AFB is expecting to install new major sources of air emissions. To accomplish this installation the base will be required to provide to the State of Alaska ambient air quality information over a period of one year. The base has already installed an air monitoring station that includes the capacity to collect information on particulate matter, carbon monoxide, sulfur dioxide, ozone, and nitrogen oxides. Base personnel are currently handling these tasks. Additional personnel are required to take over routine operation and maintenance of the station. The forthcoming RFP document, Reference No: FA5004-04-T-0039, and all incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2001-06. This acquisition has a NAICS code of 541620, SIC of 8748, Employee Standard/Size Standard of $10M, and FSC of F101. Contractor must also be CCR registered to receive the aforementioned award. Commercial practices still apply. The expected Period of Performance will be from on/about 20 September 2004 thru 20 September 2005. This Special Notice is not a request for competitive proposals. There will be no solicitation documents issued for the proposed action. Interested parties may identify their interest and respond to the Special Notice. The Government will consider all expressions of interest received within ten (10) days after date of publication of this Special Notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
