Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. 1.0 The solicitation is issued as a Request for Quotation (RFQ) Solicitation Number F3DOY041470100. This acquisition is not set-aside for small business. The Standard Industrial Classification Code is 3999 with a small business size standard of 500. The associated NAICS code is 339999. 2.0 This synopsis/solicitation contains nine Contract Line Item Numbers (CLINs) as shown below. The Contractor shall provide the Government: 3 ea. I-FACT (Indirect-Forward Air Controller Trainer) integrated Basic Military Training Systems (one unit of all CLINs completes a system) upon award of a contract. The I-FACT system includes the Laptop I-FACT system, the I-FACT 300D Basic Military Training System, and the Classroom Training Kit. The I-FACT Training System can be provided in any of the following configuration: 1. As a Laptop trainer providing Virtual and Pilot in the Loop Training Joint Close Air Support Training (JCAS), 2. The I-FACT 300D Basic Military System can support Virtual and Pilot in the Loop JCAS Training with the addition of hand held targeting devices such as laser rangefinders and laser target markers.3. The I-FACT 300D Basic Military System can also be configured to support Marksmanship Training, Judgmental Training, and Combined Arms and Tactical Training. 3.0 CLIN Description is as follows: CLIN 0001: 3 ea. I-FACT 300D Basic Military Hardware, Manufacturer Part # MTS-PKG-01 Includes: Primary simulation Computer FATS 300D 4-Lane Trainer, Floor Mounted LCD Projector, 90" x120" (Standard) Wide Screen, Instructor Rack, Instructor Station with 17" Monitor of High Resolution, mouse, keyboard, joystick, color printer, audio amplifier, external cable kit, and trunk line. CLIN 0002: 3 ea. Basic Military Software Package, Manufacturer Part # MTS-MSP-SW Includes Marksmanship, Collective and Tactical, and Judgmental training applications; CLIN 0003: 3 ea. Pilot in the loop trainer, Manufacturer Part # LPTP-Pilot Includes: a laptop for SDS LiteFlite trainer; CLIN 0004: 3 ea. I-FACT Software Package, Manufacturer Part # LPTP-IFACT-SW; CLIN 0005: 3 ea. Binoculars, Manufacturer Part # BINO-20; CLIN 0006: 3 ea. Berretta M9 Simulator, Manufacturer Part # SA-92F-SC; CLIN 0007: 6 ea. SRS M-16 Simulator, Manufacturer Part # RF-16A2-SC; CLIN 0008: 3 ea. Shipping for OCONUS locations; and CLIN 0009: 3 ea. Training and Installation, Manufacturer Part # S-TR-Asia 3-day training event to include installation. CLIN 0008 SHIPPING INFORMATION: Contractor shall deliver one unit for all CLINs except for CLIN 0007 (deliver two units for CLIN 0007) to following address: 25 ASOS/DCR 126 Wright Avenue Wheeler Army Airfield Schofield Barracks, HI 96857-5014 607 ASOG Unit 2045, Bldg. 931 APO, AP 96278 3 ASOS/DO Bldg. 1595 Front St. Ft. Wainwright AIN, AK 99703 4.0 The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition without addenda. A firm fixed price purchase order will be issued based upon the proposal determined to provide the Lowest Price and Technically Acceptable. Award will be based on an integrated assessment of product quality and price. Offerors are required to complete a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ?Commercial Items, excluding paragraph (b) of the provision (IAW DFARS 212.301(b)(2)).
