- Description
- This is a combined synopsis and solicitation for the following commercial items, Inspection and cleaning of thirteen (13) multiple-size water storage tanks or reservoirs located on Vandenberg Air Force Base. Contractor will clean and/or remove all sediment and other material found on the floor, on structural support members, and on any underwater horizontal surfaces found inside each reservoir. This will include floor seams, roof support column bases, man ways, plumbing fixtures and other fixtures found inside each reservoir. The Contractor shall assume all responsibility for all material removed from each reservoir and will dispose of said material in accordance with all federal, state, county, local, and Air Force regulations and instructions. Contractor will use live feed; full-time, high-resolution color video to monitor all procedures (work performed) while inside each reservoir. A monitor will be available to allow the Air Force representative or its designee to continually monitor all work while being performed. Contractor will provide Vandenberg Air Force Base with a copy of all videos taken during work and inspection activities of each reservoir. Contractor will provide a complete written inspection and condition report for each reservoir to include a detailed condition of the facility, a corrosion estimate, pit and blister analysis, cathodic protection review, and a recommendation of repairs. Divers must use Diving Hard Hats that meets ANSI/AWWA standards of using external or surface-supplied air to prevent contamination of water from divers? head, hair, saliva, or mucous. The Hard Hat must allow live voice communication between the divers and the diver tender. During all work and diving activities, the contractor will comply with all Federal, State, County, and Local, regulations and standards that fall under the requirements of this contract (OSHA, CAL OSHA, ANSI/AWWA, and NIOSH, etc.,). All tanks/reservoirs will be kept full and in normal operation and service during all phases of the work being accomplished under this contract: This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) F5CERF41900200. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and DFARS Change Notice 20040625. North American Industrial Classification Standard 221310, Size Standard, $6,000,000, applies to this procurement.
