Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 611310. It is the intent of the National Institutes of Health (NIH) to procure professional support services for the Office of Behavioral and Social Sciences Research (OBSSR) on a sole source basis from the University of Washington, Seattle, WA. The Office of Behavioral and Social Sciences Research (OBSSR) plans to provide support to the University of Washington for publication of a special section of the American Journal of Public Health (AJPH) reporting on three NIH-funded national studies of minorities in the United States. The section will be coordinated by the University of Washington's, Dr. David Takeuchi, the principal investigator on one of the projects and a leading researcher in minority health. The purpose of this agreement is to ensure widespread dissemination of the results from these studies to scholars, policy makers, and program staff concerned about public health issues. The impact of the research will be increased by publishing the papers together in a special issue. VALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow the NIH to evaluate the following criteria for award. Criterion A: (50 points) - Vendor must have at least 5 years experience coordinating and producing reports for publication in the field of public health. Criterion B: (50 points) - Vendor must have a project manager with a Ph.D. from a highly rated academic program with extensive experience in minority health research. This requirement is for a twelve (12) months period. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NIH. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation.
