Description
This is a combined synopsis and solicitation for the following commercial items, Item Description: 0001) 12 months of non-personal; candidate's primary responsibilities will be to provide direct systems and Web administrative support to IT systems and support personnel; candidate will be expected to perform system administrative tasks including server backup and recovery on Windows 2000 and NT platforms, monitoring system resources, and trouble shooting system problems, updating and correcting network Web server files, basic data manipulation in SQL server and Access database. Build reports and checklists in standard local format supporting units. The candidate will also be required to perform user and group administration and weekly preventive maintenance; The individual should have at least one year of working experience with Win2000 and NT server platforms, MS SQL Server 2000, SQL language, MS Access, JavaScript, Dreamweaver MX, Flash MX, Coldfusion MX and MA IIS Server; The contractor will be expected to work no less than 40 hrs/month (10 hrs/week); see Statement of Work. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ FA5270-04-M-S180. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-16 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 541511 , Size Standard, $21,000,000, applies to this procurement. FOB: Destination for delivery to Unit 5141, Kadena AB, Okinawa, Japan 96368.The following provisions and clause apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. Quotes will be evaluated on price related factors only. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. Quotes are required to be received no later than 14:00 PM JST, Tuesday, September 12, 2004. STATEMENT OF WORK: COMPUTER ADMINISTRATOR; PERFORMANCE PERIOD: ASAP – 30 SEP 05; I. GENERAL; 1. Scope of Work. The candidate's primary responsibilities will be to provide direct systems and Web administrative support to IT systems and support personnel. The candidate will be expected to perform system administrative tasks including server backup and recovery on Windows 2000 and NT platforms, monitoring system resources, and trouble shooting system problems, updating and correcting network Web server files, basic data manipulation in SQL server and Access database. Build reports and checklists in standard local format supporting units. The candidate will also be required to perform user and group administration and weekly preventive maintenance. 2. Personnel. The candidate is subject to interview by Air Force personnel to determine suitability and must be capable of attaining a SECRET clearance. The contractor is subject to a 30 day evaluation period to determine contract compliance. The individual should have at least one year of working experience with Win2000 and NT server platforms, MS SQL Server 2000, SQL language, MS Access, JavaScript, Dreamweaver MX, Flash MX, Coldfusion MX and MA IIS Server. Schedule of Work. The contractor will be expected to work no less than 40 hrs/month (10 hrs/week) at the 353 SOG. The following is an approximate break down of required hours: Group Readiness Exercises: 4 per/yr X 5 days X 2 hrs/day = 40 hrs Group Inspections: 2 per/yr X 15 days X 2 hrs/day = 60 hrs Routine Work Week: 38 weeks X 5 days X 2 hrs/day = 380 hrs Total 480 hrs II. SPECFIC TASKS 1. The candidate's primary responsibilities will be to provide direct systems and Web administrative support to IT systems and support personnel. The candidate should be able to or will be expected to perform system administrative tasks including server backup and recovery of web applications on Windows 2000 and NT Server platforms along with performing preventative measures to ensure maximize server uptime. 2. Monitor system resources, troubleshoot system problems, and be able to make recommendations for upgrades when necessary. Install and/or upgrade systems (HW, SW) and applications. Must be proactive and ensure system software is kept up to date. 3. Create, develop and maintain web site/applications as applicable. Build dynamic web reports and checklists in standard local format supporting Unit Compliance Inspections (UCI) and Operational Readiness Exercises (ORE). 4. Perform monthly updates to USIPWA checklists. Task includes reviewing applicable AFSOC Directives, monitor changes and updating those changes to the USIPWA Database. Perform routine user and group administration for Exercise and USIPWA Web Applications. Provide customer support and training for units in 353 SOG that utilize web applications when necessary. 5. Conduct training classes and build user manuals for Group personnel tasked to use the USIPWA. 6. Contractor is expected to show flexibility, adaptation, and initiative when situations deviate markedly from established Standing Operating Procedures. III. OTHER 1. Monthly tasks: Update user access list, conduct USIPWA user training, update local and AFSOC checklists 2. Weekly/Daily Tasks: Maintain server, backup data, data base maintenance, data base development.
