Please send proposals electronically to kathy.lauden@cpa-iq.org no later than 1200 hrs (local Baghdad time) on 7 September 2004. Questions and Answers Solicitation W914NS-04-Q-9013, Coastal Patrol Boats 1. Were are the craft to be delivered for shipping purposes? Umm Qsar 2. Are they to be shipped on cradles or will you need trailers for some or all? Type of hitch (standard ball or military pintle hitch)? Cradles 3. What is the experience level of both the operators and maintenance personnel? Requirement specifies Training for ops/maint personnel, assume no experience 4. How many personnel will be operating the craft? Only 1 person at a time can operate 5. Will there be a requirement to transport personnel and if so how many? Only contractor personnel 6. To compute fuel capacity requirement, is there a desired operating range at a particular speed? Not specified 7. Is there a requirement for mounted weapons? Type? If so, for export licensing purposes, are the boats being sold to the US Government for transfer to Iraq or directly to the Iraqis? No requirement specified in Statement of Requirements for weapons mounts 8. Electronics? Radar, radios, GPS navigation system? No requirements specified 9. Do you require a spare parts package? For what duration? 6 month, 1 year, 2 year? 12 month warranty period is specified 10. Training is to be delivered in English? Arabic is preferred but not required 11. Are there training facilities available at Umm Qasar. If so, what are they? Assume none. 12. Is there accommodation for the students and instructors near the facilities? Students, yes. Commercial hotel for instructors 13. Do the students "live in" the boat? NO. 14. How many students are to be instructed? Planning number of 100. 15. What level of competence are the students at? 0 16. Are interpreters available or do we need to supply our own? Supply interpreters 17. Is boat fuel provided for the training or do we need to source it? Contractor provided 18. The biggest unknown about this contract is a) is the successful contractor providing a complete package or b) are they only providing manpower. Confusing question 19. Are there specific electronics requested? Already asked and answered. 20. Detailed boats specs? Provided in solicitation 21. Is this a small business only set-aside solicitation? no 22. Where is the delivery location that must be met within 12-180 days? (Is the delivery location Iraq)? Asked and answered 23. What form of contract response or government format is required for proper acceptance? Propose a package, all encompassing. 24. Are there additional requirements/specifications for the boat not shown on the combined Solicitation shown on the “Coastal Patrol Boat, Approx 8.5 meters, twin 150 HP 4 stroke motor, 35+knots, Install/ delivery, maintenance, training and warranty”. There is no delineation of “maintenance” or particular features required other than , “systems must be currently available on the market, in use and be available for delivery.
