- NAICS Code: 541511 The Environmental Protection Agency (EPA) Region 4 Office, intends to issue a purchase order on a sole source basis to Earth Soft, Inc., 4141 Pine Forest Rd., Cantonment, FL under the authority of FAR 13.106(b) (1) for EQuIS 5 Licenses and related software. Earth Soft is the only known source that can provide the below listed EQuIS 5 licenses with source code and data module; fully intergrate with SURFER, RockWorks and LogPlot; fully integrate with ArcGIS; provides data checking, acceptance and uploading via email; compatible with multi-media electronic data deliverables (MEDD) developed by several of the EPA Regions; and provides customizaable data checker. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all interested parties who identify their interest and capability to respond to this requirement by 4:30 PM EST, on September 13, 2004. Interested parties must express their interest and capabilities in writing to U.S. EPA, Region 4, Procurlement Section, 61 Forsyth St., Atlanta, GA 30303, ATTN: Deborah Hoover, by facsimile at (404) 562-8370 or by email. Verification of receipt of fax and email transmission is the sole responsiblity of the sender. No solicitation will be issued. Therefore, all requests for the solicitation will be considered non-responsive. The licenses and related software are as follows: 1) EQuIS 5 Serve License-Oracle based including source code and data model, 1 each; 2) EQuIS 5 Professional License, 1 each; 3) EQuIS 5 Professional ArcGIS 9 Integration License, 1 each; 4) EQuIS Enterprise EDP with EDD workflow Automation, 1 each; 5) EQuIS Enterprise EZView, 1 each; 6) EQuIS Enterprise Information Agents, 1 each; 7) Annual Maintenance for the period 10/01/04 - 9/30/05, 12 months; 8) EQuIS Enterprise on-site installation, 1 Lot; 9) RockWorks 2002, 5-pack Concurrent Use License and LogPlot 2003, 5-pack Concurrent Use License, 1 each; and 10) Golden Software's Surfer Version 8 5-User Concurent Use License.
