- Description
- The Department of the Navy, Space and Naval Warfare Systems Center, San Diego, CA intends to award a firm fixed price contract to Datron World Communications, 3030 Enterprise Court, Vista, California on a sole source basis. The purpose of this action is to procure hardware and engineering, integration and testing services for two Transportable HF IP Maritime System (THIMS) data communications suites. The current THIMS comprise of the Datron hardware that has been engineered, designed, and integrated to meet COMNAVSO requirements. The sole source action is based on compatibility with COMNAVSO South American operations data transfer system, and leverages existing system documentation and previously provided user/maintenance training. Use of any other contractor would result in re-engineering, design and integration requirements, extensive documentation re-development, and the requirement for on-site, equipment specific training in various South American locations, which would not be recovered through competition. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The NAICS code is 334220 and the Size Standard is 750.
