Description
The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to solicit and negotiate with only one source, Genesys Solutions LLC (Genesys), under the authority of FAR 6.302-1. The resultant contract will be for support services in the area of organizational alignment. The period of performance will be approximately 12 months. The contract will provide assistance to Navy Installations Command (CNI)leadership in determining the level of alignment that currently exists, developing action plans for improvement and measuring results in terms of increased efficiency, effectiveness, cost savings and other critical measures. This will be accomplished by means of the Genesys? Navy Alignment Measurement Tracking System (NAMTS) to which the contractor holds proprietary rights. The contract is required as a result of Chief of Naval Operations?s (CNO) initiative to improve alignment across the Naval Systems Commands (SYSCOMs). Use of Genesys? NAMTS is necessary to ensure a common method of measuring alignment and comparability of data/information across the SYSCOMs when reporting to the CNO, which is vital to the successful accomplishment of the Navy's mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may submit a statement of interest only. The statement of interest should address how the contractor proposes to overcome the fact previously stated that the contractor has unique experience and owns the intellectual property and measuring methods that are not available to other contractors. Submit statements of interest by e-mail to the contract specialist at maria.papet@navy.mil no later than September 17, 2004.
