Description
The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard, is soliciting for a firm fixed price supply type contract to provide the following: (1) Procure new modified reducer output shafts and components (bearings, bearing caps and seals) from the reducer manufacturer (Flender Corporation); (2) Design and manufacture new drum gears and pinions, which includes preparation and submittal of calculations and drawings, fabrication of gears and pinions, and non-destructive testing of material blanks and finished parts; (3) Removal of the original drum gears from the hoist drums and removal of original output shaft gears from the original output shafts (hoist drums and output shaft assemblies to be shipped to the successful contractor for this work); (4) Installation of the new drum gears on the hoist drums and installation of original output shaft gears, new pinions, and new bearing/seals on the new reducer output shafts. The commercial solicitation will be issued as a small business set-aside on or about 9 September 2004 with a closing date of 21 September 2004. Per FAR 5.203(h), the solicitation closing date has been reduced to 20 days from this announcement. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to joshua.c.carter@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 9 September 2004. No bidder list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in rejection of the same. To be procured using commercial Simplified Acquisition Procedures in accordance with FAR Parts 12 & 13. Offers will be evaluated on the basis of best value to the Government, that is, selection of the contractor is to be based on other than the lowest priced, technically acceptable offer. Award will be made to the technically acceptable offer, which provides the best value to the Government, past performance and price considered. Electronic submission of proposals/quotes is not available at this time.
