Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotat ions are being requested and a written solicitation will not be issued. This synopsis/solicitation is for the following items: CLIN 0001 Basic Motorcycle Safety Training Course (not to exceed a total quantity of 5 classes for the month of September). The Contractor, as an independent contractor and not as an agent of the Gov ernment, shall support Fort Carsons Motorcycle Safety Program by providing motorcycle safety courses in accordance with the Motorcycle Safety Foundation Guidelines, Army policy and guidance, and applicable federal, state and local laws. All courses shall meet the most current Motorcycle Safety Foundation curriculum. Each class shall train a minimum of six, and a maximum of 12 students. When on the range, there shall be a minimum of one instructor for each six students, or fraction thereof. During the e xplanation of the range maneuvers a qualified assistant instructor shall demonstrate the upcoming exercise in addition to providing assistance in supervision of course attendees. Students include active duty military and Department of the Army Civilians. The course schedules, to include dates and times, shall be coordinated with and approved by the Fort Carson Safety Office. The class days may be during the week but could include weekend instruction. Within one business day of completion of each course, the contractor shall provide a class roster with each students name, MSF card number, and indication of pass/fail to the Fort Carson Safety Office. The Government shall furnish training ranges, classrooms, and the required audio visual equipment for eac h course. Additionally, the Government will provide a location for the Contractor to place a motorcycle storage container near the training range. Copies of relevant Army documents on policy and regulations relating to the program will also be provided. The Contractor shall be responsible for painting and maintaining any line patterns required for the motorcycle training classes on the designated ranges. The contractor shall provide motorcycles and fuel for the Basic Riders Course. The successful offe ror must be available to hold classes on short notice throughout the month of September. A SITE VISIT WILL BE HELD ON SEPTEMBER 7, 2004 AT 11:00 A.M. The proposed contract is unrestricted. For this acquisition, the Small Business Size Standard is $6 million and the NAICS Code is 611692. Award shall be made only to contractors who have registered with the Central Contractor Registration at http://www.ccr.gov The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in ful l text.
